The position will be responsible for managing human resourcesand administration atThe SDGC/A Regional Center in Zambia
Job Purpose
The successful applicant will be responsible for elaborating and ensuring that human resources and administrative policies and strategies are in line with The Center’s vision and goals. S/he will planfor and overseeimplementation of human capital management (HCM), general office management and administration. .

Job Responsibilities:
• Managing human capital resources to ensure efficiency, effective and quality of services of the staff team;
• Providing advice to management on the application of policy, information and strategies relating to HumanCapitalManagement (HCM);Ensuring that the HCM Manual and Policies are regularly updated and are in compliance with both international and Zambian applicable labour laws;
• Reporting to management on HCM on all issues related to human resources such as policy and strategies, programs andmanuals;
• Instigating and implementing guidelines and procedures inline with The Center’s HCM policies at the Regional Center to ensure office security, health,safety and wellbeing of The SDGC/A staff, visiting researchers, guests and volunteers;
• Initiating, supporting and following uponvisa, working permits and other statutory requirements for international recruited staff;
• Advising and supporting international staff to meet working requirements and all issues related to HCM;
• Conducting full-cycle recruitment of new employees, including drafting job descriptions, placing advertisements, interviewing, consulting with internal hiring managers, contracts, and managing orientations;
• Conducting research and adviseon the administration of staff benefit plans as per The SDGCA’s plans and policies;
• Supporting staff membersand managementto understand and apply policiesappropriately, and provide interpretationguidance on policy documents to staff and managementfrom time to time;Managing staff training/development programs;
• Compiling staff required documents and maintaining all files at secure place;
• Identifying and working with external HR consultants and counsels on special projects as needed;
• Liaising with staff to improve employees’ relations and act as a focal point person for all staff regarding HCM matters;
• Developing and maintaining human resources systems that meet the personnel information database needs of at the Regional Center
• Consulting with line managers on HCM guidance when appropriate; and updating and maintaining operations manuals for approvals;
• Overseeing performance evaluation procedures, staff discipline, leaves and attendances;
• Tracking staff requests and needs pertaining to operations/logistics requirements; and facilitate to resolve tenant-landlord issues for international employees;
• Managing and overseeing office services functions including office equipment, supplies and vendors; and serving as contact person for employees and vendors regarding office operations;
• Playing a leading role in office space management, including planning and reallocations of office space,needs and managing office including security and keys;
• Maintaining insurance policies and act as focal point person for relationship between staff and insurance services providers;
• Overseeing stock management and asset tracking to ensure proper usage, rapid andaccurate inventory reporting

Job Qualifications:
• At least(5) continuous years working in INGO HR environment with a proven experience as an HR Officerorarelevant role;
• Comprehensive knowledge of Zambianlabour laws and other related regulations such as tax and pension with ability to apply and offer interpretationof HR regulations in place;
• Demonstrated skills in developing and delivering HR, administrativeand management support including and not limited to finance, procurement, event management, logisticsand office management;
• Capacity to develop strong and convincing relationships in order to gain support and achieve resultsfrom staff and management,and beingflexible and available to interact with employees at all levels;
• Computer literacy (MS Office applications and Internet); an experience with HRIS is an added value;
• Excellent verbal and written communication skills with aptitude to use telephone and email to communicate effectively;
• Effective interpersonal and negotiation skills with highest aptitude to manage multiple conflicting prioritiesand parties;;


  Job Education Requirements:
• A bachelor degree in Human Resources Management, Business Management, Labour Laws, Industrial Relations or a degree in related social sciences
