Brief description
The Procurement and Logistics Officer will work within the operations department and provides office support activities for Global Communities. He will assist the Director of Operations for supporting improvements in providing management in procurement functions including assets management. The Procurement and logistics officer ensures compliance with the operating standards of procurement management to ensure compliance with USAID guidelines, and Global Communities‘ policies and procedures, implementation of internal and external procurement requirements.
Specific responsibilities
The Procurement and Logistics Officer must be an honest and of high integrity person, self- accountable for making decisions, managing resources efficiently, achieving and modeling Global Communities values.
In particular, he will be responsible for:
Procurement tasks:
• Ensure understanding and implementation of full compliance with the operating standard of procurement management with regard to USAID rules and regulations including recommending remedial action and implementing actions plans where standards are not currently met.
• Review procurement plans to ensure timely completion of program activities
• Ensure systems in place to monitor pipeline and procurement expenditure on a monthly basis
• Carry out sensibility and control checking of field office procurement systems and recommend improvements where necessary
• Manage procurement requirement of the program; implement procurement as per the approved guidelines and forms (Purchase orders, Purchase request, good received forms, etc.)
• Check the availability and prices of requested items in the local market;
• Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the process and the date which they are expected to be supplied to the program
• Establishment and maintenance of ethical, professional working relationships with suppliers.
• Support in supplier selection, supplier appraisal, and contract formation
• Ensuring that all supplies, services, and equipment required are delivered in time.
• Verify the adherence of set policies and procedures with regard to procurement, suppliers relations, in-kind other upcoming required tasks
Logistics tasks:
• Produce weekly tracker, asset and inventory report
• Ensure effective coordination, regular communication, and understanding within the
• Logistics unit and with the other departments by providing advice and mentoring related to logistics activities.
• Ensure that the process for temporary importation {IT number Plate renewal) of Global communities vehicles is done on time.
• Assist with any other duties as required by Supervisor.

Qualifications
• Ability to work in a multicultural context as a flexible and respectful team player
• Demonstrated customer service skills
• Demonstrated computer and typing skills; Excel and WinWord skills are essentials
Minimum requirements
• Rwandan national
• University Degree in Social Sciences, Management, Business Administration or related
• Minimum 2 years‘ experience in related field
• Computer knowledge in word, excel and Microsoft outlook tools
Languages skills
Fluency in written and oral English and Kinyarwanda;
