JOB DETAILS:
IFES, under the Consortium for Elections and Political Process Strengthening (CEPPS), has supported the Electoral Commission of Zambia (ECZ) through trainings related to elections, conflict management, and the operationalization of Elections Support Centre (ESC). The Elections Support Centre was an institutional framework established for operational, logistical, and identification of potential threats/risks before, during, and after the elections. This support was provided in the leadup to general elections in August 2021. In the post-election period, IFES intends to conduct an evaluation of these activities in cooperation with the ECZ.
IFES is seeking a Project Evaluation Consultant to participate in an analysis assessing the outcomes of IFES interventions. The scope of the evaluation will cover behavioral change, knowledge acquired, challenges, lessons learned, and more. The purpose of the evaluation will be to assess the relevance, effectiveness, sustainability, and impact of the project efforts.
Job Responsibilities:
Under the overall supervision of IFES’ Senior Election Specialist and in close cooperation with the project counterparts, the Project Evaluation Consultant will review the project outputs and activities in order to implement the following:
• Review and finalize the evaluation inception concept note and implementation plan.
• Contribute to the development of data collection tools.
• Support data collection and analysis, including facilitating group discussions with trainees and project beneficiaries.
• Prepare an evaluation report that describes the evaluation, key findings, recommendations, and lessons learned. The report should also highlight gaps, strengths, and weaknesses of the projects implemented with the ECZ.
The Consultant must possess excellent knowledge of monitoring and evaluation (M&E) techniques in a democracy & governance (in particular election) context. The Consultant will be expected to review a variety of quantitative and qualitative information and derive conclusions and recommendations to resolve operational problems.
Education qualification
• At least a master’s degree in project management, project evaluation, social science, or another relevant field.
• Experience:
• Minimum 7 years of experience in monitoring and evaluation or project evaluation, especially in election governance.
• Knowledge of Zambian election administration structure and previous work experience with the ECZ would be an advantage.
• Experience implementing research methodologies and data analysis.
• Ability in analytical statistical packages such as SPSS/Stata is a plus.
• Experience conducting interviews, focus group discussions, and surveys for project evaluation.
• Experience preparing project evaluation reports for international donors preferred.
Related Skills or Knowledge
• Excellent oral and written communications skills.
• Demonstrates a high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
• Excellent interpersonal communication skills including experience in conducting focus group/roundtable discussions.
• Effective organizational skills and the ability to manage a large volume of data in an efficient and timely manner.
Language Skills
Fluency in written and spoken English required.
