In September 2009, the Maryland Global Initiatives Corporation (MGIC) was formed as a nonprofit affiliate of the University of Maryland, Baltimore (UMB) to help support the implementation of UMB international programs. UMB, through MGIC, currently has offices in Botswana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, and Zambia. MGIC’s administrative operations support the research and clinical programs of the School of Medicine, Institute of Human Virology (IHV) and Center for International Health, Education & Biosecurity (Ciheb), and other UMB entities.
Job Description
The HIV Prevention Surveys and Size Estimation Lead will oversee bio-behavioral surveys, as well as size estimation activities of KP and AYP to assist allocating resources to where the biggest needs are and tailoring services based on results. S/he will
• Conduct population size estimation activities for KP and AYP
• Conduct BBS of KP, AYP and other groups as appropriate
• Engage stakeholders in all aspects of the BBS, from protocol development, preparation, data collection and analysis and dissemination of findings
• Co-Lead the design and protocol development of the BBS for targeted groups with Ministries
• Co-Lead planning, including training of data collection teams on BBS and respondent driven sampling; forecasting/procurement of supplies and workplanning with Ministries
• Supervise data collection team during the implementation of the BBS.
• Conduct supervision and monitoring visits jointly with Ministries during BBS data collection.
• Support analysis of data/BBS results to identify key findings and make recommendations of programming changes
• Overlay BBS results with recent PHIAs to make deeper recommendations on KP programming next steps
• Prepare regular reports on program activities for the donor
Qualifications
Master’s or PhD in Public Health, Epidemiology, Social Statistics, Biostatistics, or related discipline. Minimum 3 years of experience designing, implementing, and managing HIV surveys and surveillance in developing countries. Previous experience with Bio-behavioral surveys among key populations, especially with respondent driven sampling (RDS) and time location sampling methodologies. Experience working with KVP in sub-Saharan Africa. Experience working in collaboration with local government partners, implementing partners and KP civil society organizations. Previous experience building government counterpart capacity in survey design, protocol design, planning, implementation and data analysis
