About the Human Rights Commission
The Human Rights Commission ("the Commission") is a National Human Rights Institution established under Article 230 of the 1991 Constitution of Zambia as amended by Act No. 18 of 1996 and Act No. 2 of 2016. The Commission has the constitutional mandate to uphold and protect the Bill of Rights. The Commission is seeking applications from suitably qualified candidates for the position of Head-Finance and Accounting.
The Main Purpose of the Role
To manage the provision of financial management services in order to facilitate implementation of programmes and ensure prudent utilization and accountability of financial resources.
Main Duties and Responsibilities
• The successful candidate will report to the Director-General and will be responsible for:
• Manages timely the preparation of financial statements in order to comply with financial and statutory regulations;
• Manages timely the preparation and submission of financial management reports in order to facilitate regulations and facilitate decision-making;
• Manages timely the preparation of the department's work plan in order to monitor and control operations in line with budgetary and accountability of financial and material resources;
• Manages timely the monitoring of expenditure in order to ensure adherence to financial regulations;
• Manages timely the collection and preparation of revenue reports in order to enable decision-making;
• Manages the provision of financial advisory services in order to guide the implementation of programmes and prudent utilization of financial resources;
• Manages effectively the maintenance of an updated fixed asset register in order to safeguard Commission assets;
• Manages the procurement process in order to facilitate the acquisition of goods and services;
• Manages and coordinates the internal and external audit functions in order to ensure compliance with relevant regulations;
• Manages human and financial resources in order to enhance the operation of the department;
• Manages effectively the development of work plans and operational performance framework to monitor system to improve efficiency and enhance performance.
Minimum Qualifications and Experience
• Must have a Grade 12 School Certificate with 5 “O” Level credits or better, including English and Mathematics;
• Must be a member of the Chartered Accountants or its equivalent;
• Must have at least 5 years of relevant post-qualification experience, 2 of which should be at management level;
• Must also have a valid membership of the Zambia Institute of Chartered Accountants.

• Proficiency in financial management software;
• Ability to handle multiple tasks and prioritize work;
• Strong ethical and integrity-based principles;
• Ability to work in a multi-cultural environment that sustains human rights principles.
