General Summary Of The Position Under the day-to-day supervision of the GAP/SNA Country Director, the Health Governance Advisor will support ZATI’s broader objectives through strengthening institutional integrity and accountability in the health sector by: (1) identifying and addressing gaps in health governance in targeted institutions; and (2) strengthening oversight mechanisms used by government, non-governmental organizations, citizens, and the private sector. The Health Governance Advisor will conduct technical reviews, provide coaching and training, and engage with a variety of stakeholders. For employment related matters, the Health Governance Advisor will report to DAI’s Technical Point of Contact, who will also serve as a resource for activity implementation. Key Responsibilities Health Sector Institutional Analysis, Reform, and Process Improvement
• Participate in an institutional assessment of key health agencies in Zambia, including mapping of business processes important to reducing opportunities for corruption in the health sector
• Support the introduction of important health governance reforms such as improvements to procurement planning transparency and introduction of a pre-qualified supplier registry system for the health sector
• Propose concrete improvement to business processes and work with government counterparts to advance business process improvements Stakeholder Engagement and Policy Support
• Collaborate with relevant ministries to implement proposed reforms effectively, working across the ZATI team to bring in complementary technical skills
• Support efforts, along with other ZATI staff and other USAID projects, to advance social innovations and engagement of civil society in health governance oversight
• Identify pilot patients’ organizations and build their capacity on procurement monitoring oversight in coordination with other partners
• Engage with civil society organizations to support accountable health governance through procurement monitoring, reporting and advocacy Technical Support and Capacity Building
• Assist government counterparts to address emerging problems and use improved processes and approaches effectively.
• Design, conduct, and commission technical assessments and relevant analysis on health governance, institutional integrity systems, and procurement transparency
• Draft Terms of Reference for tenders and lead/participate in evaluation of tenders.
• Provide technical assistance to partners in any relevant process or systems reform efforts
• Evaluate the progress and quality of partners’ deliverables.
• Partner with other staff to integrate the key themes related to beneficial ownership, asset disclosure and digital integrity into health governance activities Qualifications
• Master’s degree in a relevant field with at least 8 years of professional experience on health governance topics. Bachelor’s degree with 12 years of experience will be considered.
• Experience providing technical assistance on at least 2 in donor-funded projects (with a preference for USAID-funded), preferably conducted in Zambia.
• Broad knowledge of health governance issues in Zambia at the national and local levels.
• Familiarity with relevant Zambian government institutions including but not limited to the Ministry of Health, Zambian Medicines and Medical Supplies Agency (ZAMSSA), Zambia Medicines Regulatory Authority (ZAMRA) AND Zambian Public Procurement Authority (ZPPA).
• Demonstrated ability to work with a wide range of stakeholders and communicate diplomatically on sensitive topics, preferably in Zambia.
• Ability to conduct analyses and deliver high quality polished written deliverables.
• Excellent training and facilitation skills.
• Professional fluency in English; knowledge of local languages is an advantage.
