JOB DETAILS:
Norwegian People’s Aid (NPA) Rwanda is looking for a MEL Coordinator for the Public Policy Information Monitoring and Advocacy (PPIMA) project responsible for running a robust system of Monitoring and Evaluation for the PPIMA project, including to provide technical capacity to PPIMA implementing partners to develop their MEL systems. The MEL Coordinator is responsible for the successful monitoring of the PPIMA project, the use of monitoring findings to enable project learning and adaptation, and to capture and communicate the impact of the PPIMA project. The Public Policy Information, Monitoring and Advocacy (PPIMA) project is a Civil Society support project aimed at promoting an active interest and engagement among Rwandan Civil Society Organizations and citizens in public policy affairs


Main Function:
General Responsibilities:

  • In close cooperation with the PM, the MEL Coordinator will be responsible for operating and updating an effective and efficient MEL framework for the PPIMA project according to the PPIMA results framework and learning agendas
  •  Assist in organizing and facilitating learning meetings, workshops and seminars for staff and partners.
  • Provide technical assistance to project staff on participatory monitoring methodologies to be used with partners, Community Animators and other project participants.
  • Compile and analyse quantitative and qualitative project data for learning and development purposes and inform planning and reporting.
  • Work closely with project team for quality assurance of information from project interventions.
    Detailed Responsibilities:
  • Devises and implements a successful MEL strategy and monitoring and reflection routines that are fit for purpose and adapted to evolving need and lessons
  • Ensures that MEL systems track project outcomes and outputs effectively and are informative on project impact on a periodic basis in coordination with project staff and partners
  • Updates and maintain the project database
  • Communicates MEL findings in a timely manner to team and partners and facilitates reflection on those findings to ensures that they are successfully used as a resource for internal and external learning and decision making
  •  Promotes project learning through robust reflection routines and specific learning initiatives to facilitate proper data collection and reporting.
  • Provides technical leadership to the project team on MEL, including training, development of monitoring tools and planning.
  • Initiate learning agendas through mini-surveys or assessment that helps in tracking the performance of the project
  • Compile and disseminate MEL information needed for periodic planning and reporting.

Qualifications:

  • Master’s Degree in a relevant field, with at least five years of experience in development organization in designing, implementing of M&E related tasks.
  • Significant MEL experience working in planning, monitoring and evaluation, social audits and research in NGO setting.
  • Proven experience of undertaking evaluations/ research or leading evaluation/research teams.
  • Proven experience with quantitative and qualitative data collection and analysis.
  • Advanced computer skills for information management
  • Strong reporting and communication skills
  • Good facilitation skills and ability to work well with others to reflect and identify learning together
  • Ability to lead PPIMA project towards more action-research focused integrated programming by using participatory approaches and listening to beneficiaries as a mechanism for project implementation.
  • Understanding of Human Rights based Approach to development.
  • Fluency in English and Kinyarwanda. French is an added advantage.
