Job Title: Monitoring & Evaluation Specialist -Data Quality improvement (1)
Location: Lusaka Provincial Health Office )
Job Purpose: To improve Data Quality and increase use of HIV/TB related data for programmatic planning as well as lead technical assistance for expanding and strengthening the multi-level Data Quality Assurance and improvement approaches. Reports to: Data Management and Analysis Specialist .
Principal Accountabilities; )
• Provide in-person support to health facilities and M&E team for monitoring site-level data quality at LPHO-PEPFAR supported sites.
• Conduct site visits to provide ongoing capacity building of site-level cadres in using the data quality tools and the resulting data for quality improvement.
• Monitor the roll-out of the data quality tools at facility level and provide technical assistance and troubleshooting as needed.
• Monitor and support roll-up of data quality assurance and improvement approaches results from site level to PHO and CDC-Zambia.
• Document recommended changes to the data quality tools based on stakeholder feedback for further revision and training materials.
• Coordinate with other stakeholders to establish methods for standardized data quality assessment and assurance processes.
• Support collaborations with local LPHO stakeholders, at District, Provincial and National levels, to ensure high levels of stakeholder engagement.
• Support development, testing and dissemination of Standard Operating Procedures (SOPs), Job-Aids and best practices for using site-level SmartCare for both data and service quality assurance activities.
• Train M&E team and other Health Care Workers on enhanced SmartCare data quality tools and SOPs.
• Support M&E teams to streamline and strengthen existing monthly and quarterly reporting structures and systems.
• Catalogue existing quality assurance and quality improvement (QA/QI) approaches and programs in supported sites.
• Conduct regular desk reviews on emerging QA/QI strategies and approaches in scientific literature and online sources.

Required Qualifications, Skills and Experience
• Grade Twelve (12) School Certificate with five (5) credits or better including Mathematics, Science and English;
• Bachelor of Science/Bachelor of Arts Degree in Public Health, Epidemiology, Data Management, Statistics, Monitoring and Evaluation, Biostatistics, or Demography
• Three (3) years of relevant experience, preferably in; PEPFAR Monitoring, Evaluation and Reporting (MER) and MOH Health Management Information System (HMIS) indicators, procedures and timelines;
• Quality Improvement Approaches, including designing data quality control and improvement activities for HIV patient monitoring, routine reporting and performance monitoring;
• Survey design and basic data analysis; and writing procedures relating to routine program monitoring data, including collection, storage, reporting, sharing and dissemination.
• Master's Degree in any of the above Disciplines will be an added advantage
• Ability to prioritize, work under deadlines, work with minimal supervision and multitask. Strong interpersonal skills
• Ability to summarize disparate information in a clear and concise manner
• Willingness to work occasionally after hours.
