UMB, through MGIC, currently has offices in Botswana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, and Zambia. MGIC’s administrative operations support the research and clinical programs of the School of Medicine, Institute of Human Virology (IHV) and Center for International Health, Education & Biosecurity (Ciheb), and other UMB entities.

Job Description
Maryland Global Initiatives Corporation (MGIC) Baltimore, USA, with funding from the Centers for Disease Control and Prevention (CDC), is implementing through Community Impact to Reach Key and Underserved Population for Treatment and Support (CIRCUITS) program a CDC-funded PEPFAR Program being implemented by University of Maryland in Zambia with sub-awards to Ciheb Zambia is entering its 4th year of implementation with slight modification to the scope of its portfolio and slight changes to the structure of implementation with the incoming of KP CSOs to support the Key Population component of the grant. To this end, the SI structure will require the services of the following cadres to strengthen her workforce in COP21 beginning from 1st October 2021

Position: Monitoring & Evaluation Specialist
Location: Lusaka

Job Summary:
This role shall perform the following functions
The M&E Specialist will be responsible for supporting the design and implementation of the M&E activities, processes, and tools of the project; assisting the Senior Monitoring and Evaluation Manager in preparing Monthly BOB/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection and analysis of different data in relation to the project activities.

Key Responsibilities and Tasks:
• Take lead in the development and implementation of the Monitoring and Evaluation Plan for the program.
• Provide hands-on technical assistance to staff in designing, monitoring, evaluating, and reporting systems
• Take lead in the development of monitoring and evaluation tools for the program.
• Being responsible for the management and development of program databases for each of the technical components and supervising data entry including collation into program databases.
• Actively interrogate databases for discrepancies, errors, and missing data in order to verify the accuracy and validity of the data.
• Ensure the setting up and implementation of Rapid DQA and Data Quality Improvement process for the grant.
• Undertake data analysis relevant to project activities and dissemination for the program.
• Lead the development of the eHealth (mHealth and EMR) strategic approach and its implementation.
• Ensure strengthening and expansion of effective referral systems.
• Support the program team (Technical leads, Program Managers, Hub leads, Field officers, and SI/M&E officers) in the review of HIV service delivery at the health facility and community level for timely decision making.
• Collaborate with partners to ensure appropriate monitoring and evaluation activities, including providing input into appropriate logical framework and indicator development
• Provides Capacity building and mentorship support for program staff in Monitoring and Evaluation.
• Participate in HMIS/M&E/eHealth TWG

Qualifications
• Bachelor’s degree in Computer science or Biostatistics or Public Health or Health Informatics or related fields with experience in PEPFAR M&E/SI reporting system as well as DREAMS Implementation and its SI System
• A Master’s degree in Epidemiology or MPH would be an advantage
• Familiarity and proficiency in DHIS2 –Tracker & Event programs, SmartCare or other patient electronic medical records management solution
• At least 5 years doing similar work as an M&E Team Lead
• Experience with Microsoft, Excel, Access, MS SQL Server, MySQL
• Data visualization skills – PowerBI, Tableau and Web connectors
• Minimum 5 years’ experience in data management
• Experience working in a community HIV prevention, ART Linkage programs
• Excellent presentation and writing skills
