JOB DETAILS:
• The EU-funded Technical Assistance to an Inclusive Regulatory Environment Conducive to Business and Investment in Zambia project is responsible for the formulation and management of a Multi-annual Programme Estimate (PE) of a 2 million EUR budget. The PE is complementary to the technical assistance (TA) activities under the contract and will have to ensure achievement of the TA component outcomes. It is therefore imperative that the PE is managed in accordance with the Practical Guide to Programme Estimates and its Annexes (version 6 of 26/11/2021).
• In this light, DAI is seeking to hire a skilled and detailed oriented Accountant to manage the bookkeeping activities (expenditure and reporting) related to the PE with support from the Imprest Accounting Officer (KE4).
Key responsibilities:
• Assist the daily financial management of the Programme Estimates in accordance with and in strict compliance with EDF procedures.
• Prepare and maintain accurate financial records and reports in compliance with the project and EU funding requirements.
• Review liquidations from Beneficiary Institutions, ensuring expenditure is in accordance with EDF procedures.
• Report generation from the accounting software as required by the project.
• Ensure timely submission of financial reports as required by the project.
• Process invoices, payments in accordance with the project guidelines and that all project expenditures are in line with the approved Programme estimate.
• Work with KE4 to prepare budget amendments as needed.
• Check the existence of adequate reliable supporting documents for commitments, payments and any recoveries.
• Ensure proper safety on all documents used during and after payments.
• Reconcile bank statements and maintain financial documentation.
• Assist with maintenance of computerized financial management system for all Programme expenditures.
• Provide accurate, complete and relevant documentation for audit.
• Any other related duties as assigned by Imprest Accounting Officer.
Qualifications
Education and skills:
• Higher Education degree in accounting or relevant professional certification – e.g., ACCA.CPA is preferred.
• Fluency in English language (spoken and written) is required
• Proficiency in accounting software and Microsoft office suite, particularly Excel
Experience:
• A minimum of 5 years of relevant experience in field of accounting and finance.
• Prior experience in financial management/implementation of at least 1 EU-funded assignment
• Demonstrated experience in financial reporting, budget management, and compliance with EDF financial regulations.
• Previous experience in management of Programme Estimates/Grants or similar modalities is considered an advantage.
