JOB DETAILS:
Job Purpose
• As a part of the Government’s efforts to achieve Universal Health Coverage, it enacted the National Health Insurance (NHI) Act No. 3 of 2018 which established the National Health Insurance Scheme, “the Scheme” which is aimed at providing health insurance cover to all Zambian citizens and established residents, regardless of their social economic or employment status. The Scheme would operate through a single risk pool to ensure cross subsidisation among the rich and the poor, young and old, health and sick, with an aim of improving access to quality, affordable and equitable health care services.
• The NHI Act also established the National Health Insurance Authority (NHIMA) which was to administer the Scheme.
• As part of the operationalization of the Scheme, the Authority engaged ZSIC Life Limited (the Consultant) as a consultant for the design, implementation, deployment, and support of the operational infrastructure of the Authority under a special purpose vehicle called the Project.
• The Project was scoped to be a Build, Operate, and Transfer of the Operational Platform during the tenure of the contract. The contract has since seen the building and operating of the Operational Platform for the National Health Insurance Scheme (NHIS) and has now transitioned to the transfer mode. It is for this reason that a Project Assimilation Manager is now required to manage the assimilation of the Project to NHIMA by 12th February, 2025.
• Reporting directly to the Office of the Director General, the Project Management Office (PMO) will generate and retain all documentation and metrics for executing the assimilation project and ensure all tasks are delivered on time and within budget.

Key Responsibilities
The key functions of the role will include but not limited to;
⦁Performance Assessment of the Project. This will include Audit of Financial performance of the project to understand asset and liability profiles of the project;
⦁Facilitate assimilation of the assets, liabilities, and human resources of the Project Life into the Authority, as may be required. The assimilation of the ICT assets will require the assessment and assimilation of licenses, database rights and security protocols;
⦁Liaise with the internal legal team on various aspects of the contract between NHIMA and ZSIC life.
⦁Facilitating communication among stakeholders for on-going smooth transition;
⦁Actively monitor and report assimilation performance metrics, including schedules, cost and quality to management and other stakeholders;
⦁Supervise a team of two (2) staff under the Project Assimilation Office;
⦁Do any other work that is directly related to the assimilation of the Project into the Authority.

Knowledge, Skills, Qualifications and Experience
The successful candidate must have;
⦁Grade twelve (12) School certificate with 5 ‘O’ levels with credit or better including Mathematics and English Language;
⦁Bachelor’s degree in project management, organisation design, human resource management, finance/accounting or any related business field related to change management;
⦁At least six (6) years of experience, of which four (4) should be at middle to senior management level.

Competencies required for this Role
⦁Must have strong analytical skills
⦁Must be detail oriented and a highly organized self-starter;
⦁Must have good general commercial acumen
⦁Must be an effective communicator with good writing skills;
⦁Must be proficient in office applications such as Word, Excel, PowerPoint and MS Project Management other Project Management applications;
⦁Demonstrable experience in leading teams and ability to influence them to reaching the desired organisational objective;
⦁Must have a fair understanding of risk management in the context of project management.
⦁Excellent change management expertise for continuous improvement and project management maturity.
