Norwegian People's Aid (NPA) is an international NGO, founded in Norway in 1939 as the labor movement's humanitarian solidarity organization. Norwegian People's Aid works in partnership with local organizations with an aim is to support their efforts for a more equitable distribution of power and resources in their communities. A prerequisite for just distribution is that people have the opportunity to participate in, and influence decision making.

Since 2009, NPA has been working in partnership with 15 civil society organisations on the Public Policy Information Monitoring and Advocacy Programme in Rwanda (PPIMA). PPIMA is a civil society support project that promotes an active interest among Rwandan civil society organizations and citizens in local governance and to participate in decision-making processes, promoting civil society and citizen participation in the formulation and implementation of national and local policies and plans, support improvements in service delivery and promote effective engagements between citizens and decision makers. This is done through facilitating dialogue between communities and various stakeholders on local governance and service delivery, increasing access to information on policy processes, supporting CSOs initiatives in policy analysis to inform evidence-based advocacy processes.

PPIMA is now in phase 3, working with eight national and seven district-based CSOs partners.

Vacancy

NPA is currently seeking a Project Coordinator for the PPIMA Project. The Project Coordinator is responsible for the successful monitoring and implementation of the PPIMA project, in collaboration with colleagues and civil society partners, and in communication with donors, government and other stakeholders. The Project Coordinator works closely with and reports to the Programme Manager on all matters related to the execution of his duties as spelt out in the job description.

The following is a summary of the Project Coordinator’s duties:

Summary

  • Facilitate regular critical analysis by NPA and partners on the project and the context to ensure that the project remains responsive to the context
  • Plan and monitor project implementation according to work plans and results framework
  • Work together with colleagues and partners to identify and address any risks or challenges arising in programme implementation.
  • Facilitate regular reflection and identification of learning to improve and strengthen the project
  • Maintain a good working relationship with civil society partners, the Government of Rwanda and donors/development partners, to ensure good collaboration, synergy, and learning.

In detail:

  • Plan and monitor PPIMA project implementation according to plans
  • Assess partner proposals and reports and provide feedback and support to partners in the process.
  • Ensure that contractual arrangements between NPA and the partners are met.
  • Support partners in joint assessment to identify and address capacity building and organizational development needs
  • In collaboration with project staff, coordinate regular review of project implementation and reflection on lessons emerging; ensure lessons and identified action points are addressed
  • Ensure an on-going dialogue with NPA's partners to support partners in defining and developing their own strategies, policies and project activities
  • Provide support to partners‘ initiatives for research and advocacy
  • Promote collaboration and complementarity among partners
  • Promote coordination and complementarity between the PPIMA project and other NPA work, as well as with other related initiatives
  • Collaborate with M+E and the rest of the programme team to review M+E findings, regularly assess the status of project intended outcomes and outputs to ensure that all committed project activities are underway as planned
  • Undertake systematic follow up of conclusions and recommendations made by assessments, reviews, evaluations
  • Regular review and monitoring of project budget and expenditure in collaboration with the finance department
  • Ensure good team communication and manage clear work planning in the project team on a weekly and monthly basis.
  • Contribute to the development of proposals and reports in collaboration with M+E and the Programme Manager

Qualifications:

The successful holder of this position will:

  • Have a minimum of a Master's degree in a relevant field
  • Have a minimum of 6 years proven and progressive experience working on Democratic governance issues including public policy monitoring and advocacy, public expenditure tracking, citizens‘ participation, anti-corruption, issues regarding disabled persons, human rights and gender equality
  • Be a strategic thinker, a proven leader, and a good organizer and manager
  • Have very strong analytic and writing skills
  • Have worked within an international, multi-cultural context
  • Be a highly motivated and self-driven individual with a high level of diplomacy, tact and interpersonal skills
  • Have excellent written and spoken English and Kinyarwanda and good knowledge of French
  • Have a valid driving license and will be willing and able to travel outside Kigali over short periods
