JOB DETAILS:
Main Purpose:
• Responsible for managing the operation at the assigned Puma Energy terminal. Comply with the operations business plan and schedule. 100% commitment with the SAPS industrial safety program and Operations Excellence.
• The Terminal Manager is responsible for leading a team and driving “best in class” operations performance to ensure an efficient, safe, cost effective and customer focused operations operation that complies with PUMA practice and standards.

• Maximises profitability, performance and operational targets to meet agreed financial and business objectives.
• Maintains strict quality and quantity controls on stocks and deliveries including losses/gains/re-grades and continually monitors the stock ownership position.
• Liaise with Customer Support, Business Support and Sales/Business Managers to ensure business interests and objectives are served efficiently
• Leads, motivates and coaches the Terminal team to deliver outstanding performance on EHS, Customer, Financial and People Measures and Operating Standards.
• Establishes a culture of operational excellence throughout the Terminal operation and ensures full implementation of company policies and procedures to achieve “best in class” operations performance. Ensures that the Terminal has an annual survey to assess the condition of the plant and protective systems and actions the recommendations.
• Ensure that daily and month end dips are done promptly and properly and tanks are sealed and maintained closed while not in use.
• Ensures that Hazards are identified and translated into Risks using the SAPS methodology and that the Hazard Register and associated mitigation / improvement plan exists.
• Ensures compliance with SAPS and any supporting procedures i.e. LOTO/Confined Space/ Hot Work/ Work at Heights/ Hazardous Work Permit/ Contractors safety rules and any Local Legal Requirements and effects consequences for non-compliance.
• Represents PUMA in dealings with other neighbouring OMCs and Regulatory bodies,-ERB, ZWMA, ZEMA, Factories Inspectorate and Local Councils.
• Ensures controls are in place to make sure financial and operational standards and costs is are met by all users of the facility, e.g. other oil companies, terminals and marketing.
• Sets performance contracts, conducts quarterly reviews and implements measures to optimise performance by having periodic reviews and coaching.
• Creates an enabling environment that promotes and recognises individual and team efforts and develops the skills and capabilities of the team. Ensures that all staff have clear accountabilities particularly in respect to SAPS and furthermore that all staff significantly impacted by SAPS have undergone through operational analysis.
• Maintains effective relationships with Trade Union site representatives on issues related to the Terminal.
• Selects, develops and manages relationships with contractors and third party suppliers to ensure effective working practices and performance.
• Demonstrates EHS leadership, fully supports EHS as a personal value and undertake all necessary steps to ensure that Terminal Team assimilates these values, change behaviours and comply with standards. Ensures that the Terminal has an up to date and tested Emergency Response plan.
• Reviews, analyses and implements methods, systems and practices to improve Terminal operating efficiency and reduce costs ensuring at all times the Company’s reputation and licence to operate is maintained by compliance with the relevant legislation and safety requirements.
• Works closely with other areas of PUMA, understanding implications of broad decisions, and successfully implements programmes and initiatives to achieve customer focused operational excellence.
• Adhere to process safety practices and procedures (as documented) so that incidents may be prevented and/or mitigated via the identification, assessment and understanding of both minor and major hazards in terms of plant, process & people.
• To systematically manage and provide justifiable assurance that the Terminal / terminal / installation complies with applicable EHS (health, safety, security and environment) legal.
• Ensure implementation of Capex and process improvement projects within agreed timelines and safety objectives and efficient supervision of contractors
• Ensure optimal plant availability and that all terminal equipment and machinery is maintained in optimal working condition by implementing management maintenance programs, annual maintenance plans and ensuring that tank farm and all measuring equipment is calibrated
• Working and supervision of transport contractors including monitoring of the trucks to ensure compliance to company driving and safety procedures.
• Ensuring that Lusaka terminal SAPS requirements are fully implemented.
• Coordinating all terminal Audits (both internal and external) and ensuring that all requirements relating to such audits are met.
• Coordinating with the Country EHS manager in facilitating SAPS training for all employees at the site including new employees.
• Ensuring that all action items arising from SAPS audits are closed in line with agreed timelines.
• Ensuring that the Terminal Manager achieves its operations in line with company EMS standards, ISO 14001 and ISO 9001. Ensuring that the terminal adopts and fully implements the company environmental policy in line with ISO 14001.
Requirements
Education
• Chemical, Mechanical or Petroleum Engineering degree or a related technical/business field
Competencies & Experience
• 5 years’ experience in operations, 3 of which should have been spent at middle management or supervisory level.
• Extensive knowledge of Fuel Terminal operations and procedures, supply and logistics.
• Ability to work with diverse teams including senior management and third parties.
