PROVISION OF CONSULTANCY TO CARRYOUT A BASELINE SURVEY FOR CHOMA CHILDREN DEVELOPMENT PROJECT

1.0  BACKGROUND

Choma Children Development Project (CCDP) is implementing a project aimed at “Strengthened climate change resilient livelihoods for Child development” in Choma District for three (3) years from 1st January, 2024 to 31st December, 2026. The aim of the Project is strengthened Livelihood resilience to climate change in the project communities for improved children development through water resources management, climate smart agriculture, income diversification and disaster risk reduction.

2.0   DESCRIPTION

CCDP invites expression of interest from qualified & eligible persons for the provision of consultancy services to carryout a baseline survey for the new phase of the project.

3.0   OVERALL OBJECTIVE

To assess the current situation and establish benchmark indicators that will inform implementation and the monitoring and evaluation plan for measuring results of the project

4.0 SCOPE AND FOCUS OF THE ASSIGNMENT

The consultant/s will lead the baseline survey process. The survey is expected to provide the following:

  • Capture the baseline values for indicators already established in project proposal
  • Add indicators for each strategic objective, if needed. Once these indicators are established, the consultant shall capture their baseline values and determine realistic target values for year 2 and year 3 of project implementation. As inspiration for additional indicators, the consultant shall refer to the bullet points in the previous section named “expected results”.
  • Information that will assist in designing the best practices and strategies to meet project aims/overall objective.
  • Information that will assist in guiding project implementation

5.0   COMMENCEMENT OF TASK

It is anticipated that the assignment will commence on in July, 2024 and conclude in August, 2024

6.0   DELIVERABLES

3 hard copies and 1 electronic copy of the final baseline survey report submitted to BIC-CCDP

7.0   SUBMISSION OF PROPOSALS

Proposals must include the following:

A. Technical Proposal

  • A narrative proposal including the following sections:

a) Baseline Methodology: Describe your overall approach and baseline methodology including, and not limited to, baseline questions, baseline design and methodology.

b) Specific Expertise: Describe your level of knowledge and expertise conducting baselines or evaluations with similar scope and thematic areas;

c) Key Personnel and Staffing: Describe the key personnel and clear division of tasks.  Include CVs of key personnel who would be part of the proposed plan.

d) Timeline: Include a detailed timeline of key activities and number of days per activity.

e) Sample reports: two sample baseline or evaluation reports (published reports or unpublished reports approved by the respective clients) focusing on the same sector/theme.

B. Financial proposal

The financial proposal should include detailed line-item budget, with unit and total costs, and including transport and accommodation. Taxes and insurances shall not be included as this will be of the entire responsibility of the consultant.
