1. About FIAN Zambia
FIAN Zambia is a human rights organisation advancing the right to food in Zambia. FIAN is
an affiliate to FIAN International, a global human rights organisation for the right to food since
1986. Since our establishment we have been advocating for the right to food and nutrition. We
support grassroots communities and movements in their struggles against right to food
violations.
2. Background
FIAN Zambia is currently implementing a project titled “Stronger Together: Supporting Civil
Society to advance the right to food for all individuals, households and communities in
Zambia.” The project is being supported by the Swedish International Development
Corporation Agency (SIDA) through We Effect Zambia.
FIAN Zambia is committed to advocating for the right to food within the framework of
Economic, Social, and Cultural Rights (ESCRs) in Zambia. To enhance its advocacy efforts,
FIAN Zambia seeks to develop robust Monitoring and Evaluation (M&E) tools that will enable
effective tracking of progress, assessment of impact, and informed decision-making.
3. Objective of the Consultancy
The primary objective of this consultancy is to design and develop a comprehensive M&E
framework, including tools and guidelines, to systematically monitor and evaluate FIAN
Zambia’s programs and activities.
4. Scope of Work
The consultant will undertake the following tasks:
Review and Assessment
o Conduct a needs assessment of FIAN Zambia’s current M&E practices.
o Identify gaps and challenges in the existing monitoring and evaluation processes.
Development of M&E Tools
o Design M&E tools for tracking progress, impact, and learning in advocacy, policy engagement, and community programs, ensuring they align with data collection needs and are adaptable to online/offline, web-based, or mobile based platforms for effective data management.
o Develop standardized data collection templates, reporting formats, and performance tracking mechanisms, ensuring that data collection templates are in Excel format with clear question types, response options, and logical flow to enhance user understanding.
Indicator Development
o Define key performance indicators (KPIs) aligned with FIAN Zambia’s strategic goals.
o Ensure indicators are measurable, achievable, and relevant to right to food advocacy and policy change.
Capacity Building and Training
o Conduct training sessions for FIAN Zambia staff and relevant stakeholders on the developed M&E tools.
o Provide practical guidance on data collection, analysis, and reporting.
o Develop and provide a set of standardized data collection protocols/guidelines for reference and use by the organization.
Implementation and Testing
o Pilot the M&E tools in selected projects or campaigns.
o Refine tools based on feedback from the pilot phase.
Finalization and Handover
o Finalize the M&E tools based on feedback and lessons learned.
o Provide comprehensive documentation, including user manuals and training materials.
