Job Description
• For the past 40 years, Mott MacDonald’s education consultancy Cambridge Education, has been transforming the lives of children and young people around the world and at the heart of our work is a passionate team, dedicated to ensuring that all children have the opportunity to receive a high-quality education. We do this by being a facilitator, an advisor, a catalyst for change and a critical friend to our partners and clients. In the last 10 years, we have led programmes that have worked with thousands of schools and supported the professional development of nearly half a million teachers – ultimately improving the learning outcomes of over 10 million children.
Cambridge Education is currently preparing to tender for the upcoming USAID-funded Zambia Foundational Learning Activity, which will work in collaboration with the Zambian Ministry of Education to support the delivery of foundational learning in the early grades to improve learning outcomes. There are three primary objectives:
• Scale the Primary Literacy Program
• Support the Ministry of Education to institutionalize PLP and early learning reforms/provide technical assistance to direct Government-to Government Education Sector Assistance
• Enhance the delivery of remedial and catch-up education.
• This five year $10 – $25m USD program will tender in March 2024, and is expected to be awarded by October 2024.
As part of our preparations, we are inviting expressions of interest from experienced USAID Chief of Party candidates that would be interested in working with us as a part of this initiative.
• The Deputy Chief of Party will be responsible for supporting the Chief of Party in the management of the program, including coordination of operational functions. They will deputise for the Chief of Party when they are unavailable and support the management and supervision of implementation staff. They will also manage the contractual implementation of program activities, including oversight of procurement processes, development of service agreements, and milestone verification and ensure that all of these comply with USAID and Mott MacDonald guidelines and policies.
• The Deputy Chief of Party will assist with the formulation of work plans along with the project team and USAID and provide reports and written documentation related to operations activities to be reported to USAID, including providing input into weekly, quarterly, and annual reports, and all relevant project deliverables.

Candidate Specification
• Master’s degree in relevant field such as business administration, project management, or development studies; or bachelor’s degree with five additional years of relevant international development experience;
• Minimum of 7 years of progressive experience in managing and implementing complex international development programs, with a focus on education initiatives and with senior level USAID experience an asset.
• Strong leadership and management skills, including experience in supervising and mentoring staff, and the ability to work effectively in a team-oriented environment.
• Demonstrated experience working on USAID-funded projects, with a strong understanding of USAID rules, regulations, and procedures.
• Demonstrated knowledge and skills with international donor policies and procedures relative to subawards and sub-contracts, financial management, procurement processes, and management systems;
• Minimum 5 years of progressive experience managing diverse teams and supporting staff development; including the understanding of monitoring and evaluation principles to ensure effective project performance tracking and reporting.
• Familiarity with financial management and budget oversight, ideally having previously worked with USAID and ensured compliance with USAID regulations and organizational policies.
• Proven track record in project management, including experience in overseeing programmatic and operational aspects of large-scale projects.
• Capacity to support the COP in the design of grants that relate to the current political environment;
• Ability to adapt to changing circumstances and work under pressure to meet tight deadlines with cross-cultural sensitivity and experience working in diverse cultural and international settings.
• Experience in building and maintaining effective relationships with key stakeholders, including government officials, implementing partners, civil society organizations, and local communities.
• Experience of working in Zambia on education projects is an asset.
• Professional proficiency and fluency in written and spoken English, with the ability to prepare and deliver clear and concise reports and presentations.
