JOB DETAILS:
Duties

The CDC Zambia Associate Director for Management & Operations (ADMO) oversees all day-to-day management, operations, and financial coordination functions in support of a broad range of agency-funded program activities implemented by 87 staff working in specific program offices, branches, or programmatic teams. This is done through direct supervision and management oversight of a team of three team leads and one workforce specialist; it also has indirect supervision of 12 staff. The work portfolio includes responsibilities in the areas of finance, human resources, procurement, information technology and management, and logistics. Incumbent has signatory authority for travel, procurement and approvement actions.

The job holder serves as liaison between the Embassy, other US agencies, and CDC Zambia on general service issues, including services provided under the International Cooperative Administrative Support Services (ICASS) platform. The incumbent is responsible for internal budget planning and the oversight of its implementation. In the absence of the CDC Zambia Deputy Country Director, the ADMO may take on authorities and responsibilities accorded to the Deputy Country Director.

Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a:
o security certificate; or
o Public Trust security clearance.

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam. Selected candidate must be able to begin working within a reasonable period of time (6 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
Master’s degree in Business Administration/Management, Development Studies, Project Management, Public Administration, or Finance is required.

Qualifications:
Experience:
Five years of managerial experience in finance, procurement, organizational operations, human resource management in a public health field or an international development organization is required. An additional two years of experience at supervisory level that includes direct supervision of staff.

Language:
Fluent English speaking/reading/writing is required. Good working knowledge of Bemba or Nyanja speaking/reading/writing is required

Job Knowledge:
Job holder must possess knowledge of the theoretical and practical concepts of operational and project management. This includes knowledge of standard management and operations principles, administrative processes, budget tracking and projecting, and personnel management. Knowledge and understanding of Zambia’s routine business practices, social culture, and political characteristics is key.

Skills And Abilities:
Job holder must possess the ability to analyze budget expenditures, utilize critical thinking skills, negotiate, exercise sound judgement, originate ideas, identify problems, and develop solutions to complex challenges. Must demonstrate interpersonal skills and ability to respond to requests with patience, tact, and diplomacy. Demonstrated skill to lead, train, and supervise staff and, to work under pressure while navigating managerial, administrative, and sensitive issues. This includes the ability to respond to emergency situations. For example, medevac, complex travel quandaries, injury at the workplace. Flexibility is required as well as the ability to multitask.
Ability to plan expenditures, administer resources, capability to use computer-based applications, software, technology, Microsoft Office suite including advanced knowledge of Excel for data analysis and reporting. Keyboard/typing skills accuracy is required but speed is not important. Position does require numerical skills for the purpose of formulation and review of operational budgets and expenditure reviews.
