JOB DETAILS:
I. Project Overview
Land O’Lakes International Development is implementing the Cooperative Resilient and Equity Project (CORE), a USAID-funded, five-year activity ending in September 2028, that is focusing on improving the business performance of primary cooperatives and strengthening cooperative apex organizations in Zambia through capacity development initiatives as well as local and global collaborative learning initiatives. CORE is a part of the Cooperative Development Program that is funded out of USAID-Washington and implemented in Zambia and Rwanda.
The objectives of the CORE will be reached through three major components:
– Improving the cooperative enabling environment;
– Improving cooperative business performance; and
– Improving the development community support for cooperatives.
Land O’Lakes is working with key players in development of cooperatives like Ministry of Small and Medium Enterprise Development (MSMED) of Zambia and the Cooperative College of Zambia, among others, to improve cooperative enabling environment.
II. About CCZ
The Cooperative College of Zambia is a public institution in charge of capacity building and promoting economic, social, and other activities of general interest to cooperative organizations. The vision of CCZ is to promote an automous and economically viable cooperative movement founded on the cooperative values and principles and to enhance social integration and uplifting the standard of living of its members. This institution is under Ministry of Small and Medium Enterprise Development (MSMED).
III. Assignment Goal and Objectives
The government of the Republic of Zambia through MSMED has recently revised cooperative policy; however CCZ needs a long-term strategy to execute their activity goals as well as implement the newly developed policy. It is within this background that Land O’Lakes is looking for an individual local consultant/firm to develop a five-year strategic plan for CCZ.
The overall objective of this consultancy is to develop CCZ’s long term strategic plan, allowing them to serve better the evolving needs of the Zambian cooperatives. The consultant will work in a team of other consultants, including international consultants.
IV. Specific Assignment Tasks
The consultant specific tasks will include:
• Preliminary meeting with CCZ, Land O’Lakes and other relevant partners for assignment orientation
• Desk review of useful documents guiding cooperatives in Zambia (ex: the new cooperative policy, CCZ’s old strategic plan (if any), national strategies etc.
• Develop and submit strategic plan
• Organize and conduct pre-validation workshop with CCZ and their stakeholders to get feedback.
• Address feedback provided at workshop and submit finalized strategic plan to CCZ and Venture37.
• Facilitate a half day validation workshop bringing together major actors of the cooperative sector in Zambia, to present the final strategic plan.
• Submit the developed strategic plan to CCZ, and copy to Land O’Lakes
V. Activities and Deliverables
Key activities to be accomplished and LOE

2. Literature review of useful documents with CCZ and Zambia cooperative sector. Description of activity: Review of the new cooperative policy, CCZ’s old strategic plan, national strategies and other useful documents. Participants: Consultant. Responsible: Consultant & CCZ. Estimated LOE: 2 Days
3. Develop assignment inception report. Description of activity: Inception report developed and presented to CCZ. Participants: CCZ, Venture37. Responsible: Consultant. Estimated LOE: 1 Day
4. Collect inputs from strategic stakeholders through consultative meetings (may include: cooperatives). Description of activity: Conduct consultative meetings with strategic stakeholders for inputs collection. Participants: Stakeholders. Responsible: Consultant. Estimated LOE: 4 Days
5. Development of CCZ’s 5-year strategic plan. Description of activity:
Develop strategic plan, incorporating information gathered from literature review and consultative working sessions. Participants: Consultant
Responsible: Consultant. LOE: 12 Days
6. Present draft strategic plan to CCZ, and key Land O’Lakes Venture37
Description of activity: Submit and present to CCZ a draft strategic plan. Participants: CCZ, Venture37. Responsible: Consultant. LOE:
1 Day.
7. Organize and conduct pre-validation workshops. Description of activity: Facilitate pre-validation consultative workshops with key stakeholders to collect feedback on drafted strategic plan. Participants: Cooperative stakeholders. Responsible: CCZ, Consultant. LOE: 1 Day.
8. Finalize CCZ strategic plan. Description of activity: Finalize the strategic plan with gathered feedback, and submit a final copy to CCZ Participants: CCZ, key partners. Responsible: Consultant. LOE: 2 Days
9. Organize and facilitate validation workshop. Description of activity: Facilitate a validation workshop to present the final strategic plan. Participants: CCZ, GRZ, Cooperative stakeholders. Responsible: CCZ and Consultant. LOE: 1 Day.
