Overview
Jhpiego seeks a Clinical Director to provide technical leadership and project oversight in the areas of health systems strengthening and HIV prevention, care and treatment for an upcoming CDC funded project in Zambia. The Clinical Director will establish technical vision and strategy guiding technical assistance (TA) at the national, provincial and district levels. The $15 million project aims to provide TA for both health systems strengthening (HSS) and HIV prevention, care and treatment to meet the UNAIDS 95-95-95 goals before 2030. TA support to direct service delivery (DSD) will be targeted to address gaps using continuous quality improvement approaches reliant on data use for decision making in programming. TA will focus on areas with sub-optimal coverage, high treatment gaps, and populations with the greatest unmet need for services. The project is expected to address gaps in the national HIV/AIDS response including human resources for health (HRH), laboratory capacity, and data management and information systems, coordination, logistics and optimized quality management systems for HIV service delivery at designated sub-national levels. The project will develop and establish effective HIV management and leadership capacity at the facility, district, and provincial levels to optimize program outcomes. The project will operate over a 5-year period.

The position will operate under the leadership of the Project Director and Jhpiego’s senior management team and will oversee and ensure the clinical and methodological soundness of all project activities. Working closely with the Continuous Quality Improvement and Strategic Information Directors and MOH counterparts, this position will offer TA to ensure MOH’s clinical capacity strengthening and mentorship system is able to support providers to delivery comprehensive HIV services while targeting clinical capacity strengthening efforts to locations requiring additional support to meet MOH and PEPFAR objectives. The Clinical Director is accountable for technical team contributions to documenting achievements, lessons learned and other knowledge products, including routine project reports. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence

Responsibilities
• Provide clinical oversight, strategic direction and definition of appropriate project activities including strengthening MOH’s clinical capacity building systems.
• Establish and implement a system to ensure clinical quality of project TA and activities
• Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC and the Government of Zambia
• Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise
• Provide technical assistance for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, and supportive supervision
• Coordinate advocacy, demand generation, and policy support, across project sites as required
• Lead the formulation of innovative approaches for scale-up of targeted HIV/TB services
• Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
• Work with health care providers, local authorities, community members and project team members to identify HIV/TB service delivery issues that impede access to care and uptake of services
• Identify and guide MOH to implement appropriate facility- and community-based strategies to address HIV/TB service delivery gaps
• Establish functional capacity building system that identifies and addresses competency gaps for clinical and community healthcare providers.
• Advise the Project Director to set project vision, strategic direction and clinical and geographic priorities
• Collect and review requests for support from local counterparts and advise Project Director
• Work with M&E staff to design, implement a plan to track data/results related to HIV/TB to inform adjustments in project implementation
• Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
• Establish a learning culture and provide leadership to project staff to document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly, annual reports and strategic knowledge products and other reporting requirements as requested
• Document and maintain an inventory of successful tools and approaches for HIV/TB
• Author/co-author abstracts, presentations, and articles for journals and conferences
• Supervise and mentor technical staff ensuring staff performance objectives align with project priorities.
• Ensure technical contributions of subcontractors and subgrantees are integrated into the overall project vision and strategic priorities, including defining scopes of work
• Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses
• Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, donor, other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications
• A Medical Degree (doctor or nursing), and Master of Public Health preferred
• At least 9- 10 years’ experience implementing and/or providing technical assistance in HIV/TB and HSS
• At least 10 years’ experience in implementing and/or providing technical assistance of $2 to 5 million per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in the Zambia
• Demonstrated experience building competency of clinical and community-based healthcare workers on HIV/TB
• Demonstrated experience providing capacity building assistance at individual and organizational levels
• Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation, provide leadership and mentoring teams on service delivery
• Demonstrated experience with a mix of practical technical skills in HIV/TB necessary for strengthening HIV/TB service delivery at the regional, national, clinical and community-level
• Experience with MOH clinical capacity building approaches.
• Demonstrated in-depth understanding of Zambian healthcare system, particularly the MOH management structures, experience living and working in Zambia preferred
• Familiarity with Zambia’s administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of several technical experts and fostering teamwork
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in English and Bemba, Nyanja, Tonga, Lozi.
• Proficiency in Microsoft Office
• Ability to travel nationally to project sites
