TERMS OF REFERENCE FOR CONSULTANCY TO TRANSLATE SEVEN (7) DATA COLLECTION TOOLS TO BE USED FOR A BASELINE EVALUATION COLLECTING INFORMATION ABOUT EDUCATION FOR CHILDREN WITH DISABILITIES IN KABWE AND CHIBOMBO DISTRICTS OF ZAMBIA INTO TWO ZAMBIAN LOCAL LANGUAGES (BEMBA AND NYANJA)
1. INTRODUCTION AND BACKGROUND
The Scottish Government’s Realising Inclusive and Safe Education (RISE) Programme implemented by School-to-School Zambia in collaboration with the Ministry of Education, aims to promote equitable access to quality, inclusive education for children with disabilities in Zambia. Central to the RISE project is the integration of children with mild to moderate disabilities into mainstream classrooms. To support this goal, the project will conduct a baseline evaluation to gather information on knowledge, attitudes, and practices related to inclusive education and the education of children with disabilities in general.
2. OBJECTIVE OF THE CONSULTANCY
The objective of this consultancy is to translate seven (7) baseline data collection tools into two (2) Zambia languages namely Bemba and Nyanja to ensure that the respective local respondents understand the evaluation questions fully.
3. SCOPE OF WORK
The consultancy will include, but not be limited to, the following tasks:
i. Review the English scripts of the seven (7) tools
ii. Translate the scripts accurately into Bemba and Nyanja including child-friendly language ensuring the translated content maintains the intended meaning.
iii. Work closely with RISE team to review the translated scripts and incorporate any necessary edits or revisions.
iv. Submit the final translated scripts in the two (2) local languages to School-to-School Zambia (STSZ) in the agreed format.
4. DELIVERABLES
The consultant(s) will be responsible for delivering the following outputs:
i. Translated scripts of the seven (7) data collection tools in Bemba and Nyanja.
ii. A brief report outlining the translation process, any challenges encountered and any recommendations.
5. DURATION AND TIMELINE
The consultancy is expected to be conducted over a period of ten (10) working days. The detailed timeline for each task will be agreed upon during the inception phase.
6. CONSULTANT PROFILE
The consulting firm should possess the following experience and expertise:
i. Proven experience in translating content/questionnaires from English into Bemba and Nyanja.
ii. Knowledge and understanding of the Zambian education system, cultural contexts and sensitivities.
iii. Ability to work collaboratively with STSZ RISE team and meet deadlines.
Excellent communication and collaboration skills.
6. INTELLECTUAL PROPERTY
All intellectual property rights, including the final report and any related materials, will be transferred to School-to School Zambia upon completion of the consultancy.
7. CONFIDENTIALITY
The consulting firm shall maintain the confidentiality of all data, information, and discussions related to the consultancy.
8. SUBMISSION OF PROPOSALS
Interested firms are invited to submit the following:
i. CVs for the translator(s)
ii. A comprehensive overview of previous Bemba and Nyanja translation work experience including three samples of translation of a short text (approximately 500 words) from English into both target languages for education data collections. One sample MUST include a translation that was done for children.
iii. A proposed budget including cost information (per page, per word etc)
