Overview
Jhpiego seeks a Continuous Quality Improvement (CQI) Director to provide technical leadership and project oversight in the areas of health systems strengthening supporting MOH to achieve HIV prevention, care and treatment goals for an upcoming CDC funded project in Zambia.

The CQI Director will establish technical vision and strategy guiding health systems CQI at the national, provincial and district levels monitoring compliance with MOH health system standard operating procedures designed to deliver quality comprehensive HIV services. The $15 million project aims to provide TA for both health systems strengthening (HSS) and HIV prevention, care and treatment to meet the UNAIDS 95-95-95 goals before 2030. TA support to direct service delivery (DSD) will be targeted to address gaps using CQI approaches reliant on data use for decision making in programming. TA will focus on areas with sub-optimal coverage, high treatment gaps, and populations with the greatest unmet need for services. The project will address gaps in the national HIV/AIDS response including human resources for health (HRH), laboratory capacity, and data management and information systems, coordination, logistics and optimized quality management systems for HIV service delivery at designated sub-national levels. The project will develop and establish effective HIV management and leadership capacity at the facility, district, and provincial levels to optimize program outcomes. The project will operate over a 5-year period.

The position will operate under the leadership of the Project Director and Jhpiego’s senior management team and will oversee and ensure the performance management systems are effectively operationalized. Working closely with the Strategic Information Director and Clinical Director, this position will use CQI information to target project TA to locations requiring additional support to meet MOH and PEPFAR objectives. The CQI Director is accountable for technical team contributions to documenting achievements, lessons learned and other knowledge products, including routine project reports. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on scientific evidence

Responsibilities
• Provide technical leadership and assistance to ensure that national standards and procedures for performance management are efficiently operationalized at provincial and district levels of the health system.
• Collaborate with MOH in implementation of sustainability roadmap. Support refinement of roadmaps for provincial and district transition to self-reliance
• Provide leadership and direction in utilization of CQI approaches and methodologies along with surveillance data to better provide TA to address unmet needs
• Provide leadership and direction in enhancing the functionality of core MOH HIV/TB health systems
• Participate in national TWGs to influence updating and adapting health system SOPs
• Oversee capacity building of provincial and district health officers in leadership and management, and performance management
• Guide policy makers for future investment in health workforce in context of HIV services. Provide leadership in enhancing MOH coordination and oversight, including planning, budgeting and implementation, helping identify all program dedicated resources from MOH, donors and implementing partners and facilitate coordination of their deployment to achieve the set target
• Contribute to the development and implementation of appropriate facility- and community-based strategies to address service delivery gaps related to governance and performance management
• Lead the design, development and implementation and monitoring of performance and quality improvement initiatives, including CQI interventions
• Provide technical assistance for the development of quality assessments, quality improvement plans and reviews for PHO and DHO oversight of facility and community sites;
• Ensure all provincial and district level QA activities are in accordance with work plans designed to meet targets and deliverables;
• Support MOH counterparts to develop and adapt strategies and interventions to ensure the quality and responsiveness of HIV services in the community and facilities for the province and districts;
• Support PHO and DHO to ensure that all sites – facility and community – are in line with national and international quality standards as evidenced by successful quality assurance assessments and adaption of continuous quality improvement initiatives;
• Ensure all program and quality improvement strategies are based on sound technical content, and are sustainable and place special emphasis on use of performance and quality improvement approaches in all sites and other service delivery modalities;
• Attend QA Technical Working Group meetings, and represent the organization on different fora where Quality Assurance activities are taking place;
• Manage staff performance and coordinate closely with the HR team to address performance gaps as well as recognizing high performers.
• Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses
• Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, donor, other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
Communication and Knowledge Management
• Represent the project in national provincial and district level fora, and other meetings as needed, ensure collaboration with other partners/stakeholders, and work closely with PHO, to ensure alignment with their priorities and guidance.
• Represent the project and Jhpiego’s interests and present progress, achievements and lessons learned to donors and other key stakeholders in public, private sector and professional circles through networking, meetings, conferences, and presentations;
• Ensure proper consistent utilization of organization’s brand in relevant organizational supported programs activities in ensuring Jhpiego recognition and visibility
• Maintain effective internal communications to ensure that all relevant departments functions are kept informed of communications objectives;
• Author/co-author abstracts, presentations, manuscripts, and success stories; collaborate with the communications specialist to develop stories for internal/ external audiences;
• Ensure sharing of information and knowledge with other country programs, regionally and globally, and with the donor, and contribute to systems that support knowledge management

Required Qualifications
• Advanced degree in Healthcare Administration, Public Health or Quality Management field required
• At least 9 to 10 for years’ experience implementing and/or providing technical assistance in HIV/TB and HSS
• At least 9 years’ experience in implementing and/or providing technical assistance of $2 to 5 million per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in the Zambia
• Demonstrated experience building competency of clinical and community-based healthcare workers on HIV/TB
• Demonstrated experience providing capacity building assistance at individual and organizational levels
• Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation, provide leadership and mentoring teams on service delivery
• Demonstrated experience with a mix of practical technical skills in HIV/TB necessary for strengthening HIV/TB service delivery at the regional, national, clinical and community-level
• Experience with provincial and district health office structures and operations and MOH quality improvement approaches such as Performance Assessment, Service Quality Assessment and quality improvement methodology
• Demonstrated in-depth understanding of Zambian healthcare system, particularly the MOH management structures, experience living and working in Zambia preferred
• Familiarity with Zambia’s administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of several technical experts and fostering teamwork
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in English and Bemba, Nyanja, Tonga, Lozi.
• Proficiency in Microsoft Office
• Ability to travel nationally to project sites
