Job Description
The Head Treasury and investments’ responsibility is to provide front office functionality, manage the NAPSA investment fund, to prepare and obtain investments approvals, fund all investment activities, and place surplus funds in money and capital market instruments, advising the directorate on its business model, impact objectives, first line management of front office operations ,market governance and investment structuring and strategy, work plan, budget, and policies and procedures, to support the implementation of the overall investment strategy for enhanced investment returns and ensuring financial viability of the pension fund.
Additionally, the position coordinates the operations in the section for enhanced efficiency and effectiveness in the delivery of service.
Key Responsibilities
• Develop and implement the treasury and investments strategies for investing in long run and short run in accordance with NAPSA’s investment policies and investment guidelines, ensuring that all investments sections activities are aligned with the NAPSA business objectives to achieve the overall NAPSA investment Strategic objectives.
• Develop the section budget and work plan to ensure sufficient allocation of critical resources for the implementation of the treasury strategy efficiently to meet the set timelines and quality standards, and to ensure the treasury team is provided with overall support in implementation.
• Submits investments recommendations, competitive offers in the market including forex deals, structures and creates financial products and reviews all final investments appraisals in order to make placements and invest in the money and capital markets.
• Develop and implement treasury policies and procedures to ensure availability of guidelines that support the implementation of the section strategy within set timelines and quality standards, and to enhance compliance with the treasury regulations and laws.
• Co-ordinate and handle all short term and long-term investments made by NAPSA, through reports provided by Head- Strategy, monitors the performance all investments constantly, evaluates their efficiency and recommends appropriate changes in investments strategy
• Monitor compliance with the relevant regulations and laws on treasury and investments management, to ensure minimal exposure to risks associated with noncompliance and the board is informed accordingly.
• Monitor NAPSA’s cash flow procedures and processes to ensure alignment with the relevant laws and regulations.
• Assess the market conditions and keeping up to date with current statutory regulations and monitoring changes and developments in pension provision in order to ensure the optimal performance of the fund and make recommendations on changes to the investment policies to ensure NAPSA is responsive to changes in the environment.
• Manage and supervise all aspects of cash flows and Forecasts of day-to-day cash requirements and direct surplus into asset classes both short- and long-term investments, planning mergers and acquisitions
• Designing and executing funding transactions both from domestic and international sources of funding through analysis of competing investment proposals across different currencies, markets, maturities and transaction and evaluation, negotiation and pricing of bond issues, contracting of loans.
• Designing and executing trading and hedging transactions to move the NAPSA portfolio to strategic benchmarks or strategic targets.
• Ensures that fund custodians, specialised fund managers and specialised fund managers are in place and their operating guidelines and reporting procedures and performance measurement systems are in place to ensure that the authority’s obtains quality services.
• Reviews investment monthly and quarterly performance reports, performance of all financial institutions, and investee companies, custodians, specialised asset managers dealing with NAPSA, and to safeguard members funds.
• Assess, develop and implement financial management systems and recommend strategies that improve Treasury cash management systems for efficiency and transparency within NAPSA.
• In liaison with Director Investments, ensure that list of mortgage loan applicants is presented and approvals sought.
• To carry out section performance objective setting, appraisals, coaching, and preparation of training needs of all members of staff, for enhanced staff motivation and work performance improvement.
• Reviews investment appraisals, assumptions used, investment risks, Company and equity valuation of various companies in which NAPSA has investments and also potential equity and other investments proposals in collaboration with Manager Investments Strategy to ensure that cash flows, ratios and NPVs being calculated are
• Ensures and reviews monthly and quarterly treasury and investments operations reports to feed into the overall Investments Directorate Operations quarterly and monthly reports
Minimum Qualifications
• Grade 12 Certificate with 5 ‘O’ levels with credit or better, including Mathematics and English
• Degree in Economics/ Accounting or equivalent/ ACCA/ CIMA or equivalent business-related field;
• Master’s Degree in a business-related field is an added advantage;
• A recognized Treasury Practitioners Certificate, such as ACI, CFA or CISI is highly recommended.
Minimum Experience Required
• Not less than 7 years of experience in Accounting, Finance, Banking, Investment or Fund Management or relevant business field at a senior management level in an organisation of similar size of operations
