Job Summary
The M&E Lead will spearhead the development and implementation of a robust monitoring and evaluation framework to track the performance and impact of health programs focused on HIV prevention and sexual and reproductive health and rights (SRHR). As a key liaison between Coalition Health Zambia (CHZ) and the Ministry of Health, the M&E Lead will ensure that program outcomes align with national health priorities, focusing on adolescents and young mothers (AYMs) and their sexual partners. The position emphasizes data-driven decision-making, accountability, and continuous improvement to enhance program outcomes.
Key Responsibilities
M&E Framework Development and Implementation
○ Design, refine, and oversee the implementation of M&E frameworks for HIV prevention and SRHR interventions targeting AYMs.
○ Develop indicators, tools, and methodologies for data collection, analysis, and reporting.
○ Conduct baseline assessments, identify gaps, and inform program design using evidence-based approaches.
Data Management and Analysis
○ Lead data quality assurance processes, ensuring accuracy and consistency in all program-related data.
○ Analyze program data to assess progress toward key performance indicators (KPIs) and generate actionable insights.
○ Utilize software such as STATA, EPI INFO, and ArcGIS for advanced data analysis.
Reporting and Documentation
○ Prepare high-quality reports, including program progress, impact evaluations, and success stories, for internal and external stakeholders.
○ Support the Ministry of Health in producing evidence-based reports to inform national policies and strategies.
Capacity Building and Stakeholder Engagement
○ Train healthcare workers, mentor mothers, and district health teams in data collection, analysis, and reporting processes.
○ Engage with stakeholders, including community leaders, donors, and technical working groups, to align program activities with national health strategies.
Program Monitoring and Feedback
○ Conduct regular field visits to monitor program implementation and provide technical support to district-level teams.
○ Establish feedback loops with AYMs and other beneficiaries to ensure program responsiveness and relevance.
Partnership and Collaboration
○ Collaborate with CHZ, UNICEF, and other partners to ensure alignment with global best practices and donor requirements.
○ Support the Ministry of Health in coordinating stakeholder meetings and facilitating the adoption of updated Standard Operating Procedures (SOPs).
Qualifications
○ Master’s degree in Public Health, Health Policy, Epidemiology, or a related field.
○ Minimum of 10 years of experience in M&E, with at least 5 years in HIV/AIDS and SRHR programs.
○ Expertise in designing M&E frameworks and conducting complex data analyses.
○ Strong proficiency in statistical tools (STATA, SPSS, EPI INFO) and GIS software.
○ Excellent communication skills for engaging with diverse stakeholders.
○ Experience working in Zambia or similar contexts, with a strong understanding of local health systems and policies.
