1. About FIAN Zambia
FIAN Zambia is a human rights organisation advancing the right to food in Zambia. FIAN is an affiliate to FIAN International, a global human rights organisation for the right to food since 1986. Since our establishment we have been advocating for the right to food and nutrition. We support grassroots communities and movements in their struggles against right to food violations.
2. Background
FIAN Zambia is currently implementing a project titled “Stronger Together: Supporting Civil Society to advance the right to food for all individuals, households and communities in Zambia”. The project is being supported by the Swedish International Development Corporation Agency (SIDA) through We Effect Zambia.
To enhance interactions, knowledge sharing on the right to with general citizenly, civil society organisations and other actors FIAN Zambia plans to develop an application to be used on IOS, android and Microsoft. The application will be used to provide information and receiving either concerns or updates on the right to food in Zambia.
3. Objective of the Consultancy
We therefore seek expression of interest from qualified firms, individuals or organisations to design, develop and launch a user friendly application with the following functions.
– Legal information on the right to food in Zambia
– Policy information on the right to food in Zambia.
– Situation on the right to food in Zambia.
– Relevant stakeholders, agencies working on the right to food in Zambia
– An icon for reporting either incidences of violation done or contributions made on the right to food
– Reporting mechanism for users
– Generating periodic reports on user interface
4. Scope of Work
The consultant will:
App Development
– Design and develop an application compatible with Android and iOS platforms.
– Ensure the app is in English and is user-friendly.
– Incorporate interactive features such as educational content, alerts, and reporting tools.
– Include offline functionality for areas with limited connectivity.
– Develop a reporting feature that allows users to report human rights violations on the right to food. This feature should include the ability to upload photos, videos, audio provide geolocation data and describe incidents.
Protocols Development
– Develop clear and practical protocols for using the app in sensitization and advocacy efforts.
– Provide guidelines for citizens to report food rights violations effectively through the app.
Testing and Deployment
– Conduct data testing with target users and stakeholders on the app.
– Deploy the app on play stores, app store
– Provide training for FIAN Zambia staff and stakeholders on its usage.
5. Deliverables
The consultant is expected to deliver:
– A fully functional application meeting the agreed-upon requirements, including a reporting feature for human rights violations.
– Comprehensive protocols for sensitization, education, and reporting on the right to food.
– Training manual for FIAN Zambia staff and other stakeholders.
6. Duration and Timeline
The assignment must be completed by 30th April 2025
7. Qualifications and Experience
The ideal consultant should possess:
– Bachelor’s degree in computer science, Software Engineering, Information Technology, or a related field.
– Master’s degree in the above fields or additional certifications in mobile application development, user interface design, or related areas will be preferred.
– Expertise in app development (iOS and Android platforms).
– Knowledge of software development methodologies and frameworks.
– Understanding of data privacy, security protocols, and relevant legal regulations in Zambia.
– Experience in projects related to citizen engagement, education, or advocacy.
– Proven experience in mobile app development, particularly in advocacy or educational contexts.
– Expertise in integrating reporting tools for documenting incidents within mobile applications.
– Excellent skills in stakeholder engagement and user-centered design.

9. Payment Terms
Payments will be made in instalments based on the achievement of agreed-upon milestones:
– 30% upon signing the contract.
– 40% upon delivery of the beta version of the app.
– 30% upon approval of the final app and protocols.
