JOB DETAILS:
THE ANTI-CORRUPTION COMMISSION WHOSE MISSION IS TO EFFECTIVELY PREVENT AND COMBAT CORRUPTION IN ORDER TO PROMOTE INTEGRITY, TRANSPARENCY AND ACCOUNTABILITY FOR SUSTAINABLE DEVELOPMENT IN ZAMBIA INVITES APPLICATIONS FROM SUITABLY QUALIFIED CANDIDATES FOR THE FOLLOWING POSITIONS:

1.0 HEAD PROCUREMENT AND SUPPLIES-1
Job Purpose
To formulate, implement and maintain policies, systems, standards, and procedures for effective procurement management that conforms to prevailing procurement laws and ensure best management practices to achieve the Commission’s strategic objectives.
Principal Accountabilities
• To supervise effectively the development and implementation of the procurement plan in order to guide the procurement process and facilitate decision-making:
• To supervise efficiently the provision of secretarial services to the Commission Procurement Committee in order to facilitate the smooth conduct of meetings;
• To supervise timely and accurate preparation of bidding documents to ensure transparency in tendering procedures and facilitate compliance with laid down procedures;
• To supervise timely the procurement of goods, services and works in order to meet end-user requirements;
• To supervise the timely implementation of performance management systems in order to monitor and evaluate performance;
• To supervise effectively human and other resources in order to attain the objectives of the Unit among other duties.

Qualifications
• Full grade twelve [12] Certificate with at least five (5) ‘O’ level credits or better including English;
• Bachelor’s Degree in Purchasing and Supply or equivalent;
• Member of Zambia Institute of Purchasing and Supply;
• Eight (8) years of relevant work experience at Senior Management level:
• Practicing Certificate from the Zambia Institute of Purchasing & Supply
• Aged between 42 and 45 years old.

2.0 HEAD INTERNAL AFFAIRS OFFICER -1
Job Purpose
To Manage the investigation of suspected corruption, fraud and other malpractices within the Commission in order to determine appropriate action.
Principal Accountabilities
• To manage effectively the collection of intelligence information on suspected corrupt practices within the Commission in order to determine their credibility and appropriate action;
• To manage effectively the Investigation of cases authorized by the Office of the Director General in order to determine appropriate action;
• To manage effectively the review of cases being handled by officers and timely allocate resources for investigations.

Qualifications
• Full Form V/Grade Twelve (12) Certificate;
• Bachelor’s Degree in any Social Science;
• Certificate in Basic Investigations or formal training in investigations concepts, methods, and techniques;
• Eight (8) years of relevant work experience at Senior Management level;
• Ten (10) years’ experience as an Investigator in corruption and fraud matters;
• General knowledge of relevant computer applications;
• Aged between 42 and 45 years old.

3.0 SENIOR INTERNAL AFFAIRS OFFICER -2
Job Purpose
To supervise and undertake the collecting, correlating and evaluating of intelligence on suspected corruption, fraud and other malpractices within the Commission and to make appropriate recommendations to the Director General.
Principal Accountabilities
• To supervise and undertake effectively the collection of intelligence information on suspected corrupt practices within the Commission and liaise with the Head of Internal Affairs for the Director General’s authority to investigate the same;
• To supervise and undertake effectively the Investigation of cases authorized by the Director General and submit written reports with appropriate recommendations;
• To supervise and undertake effectively the review of cases being handled by officers and timely allocate resources for investigations;
• To attend disciplinary committee meetings and attend court sessions when summoned.

Qualifications
• Full Form V/Grade Twelve (12) Certificate; Bachelor’s Degree in any Social Science;
• Certificate in Basic Investigations or formal training in investigations concepts, methods, and techniques;
• Five (5) or more years’ experience as an Investigator in corruption and fraud matters;
• General knowledge of relevant computer applications;
• Aged between 35 and 40 years old.

4.0 INTERNAL AFFAIRS OFFICER -2
Job Purpose
To conduct speedy, objective investigations into allegations of corruption, fraud, and other malpractices within the Commission and to make appropriate recommendations to the Director General
Principal Accountabilities
• To collect intelligence information on suspected corrupt practices within the Commission and liaise with the Senior Internal Affairs Officer and the Head Internal Affairs Unit for the Director General’s authority to investigate the same;
• To Investigate cases authorized by the Director General and submit written reports with appropriate recommendations;
• To attend disciplinary committee meetings and court sessions when summoned.

Qualifications
• Full Form V/Grade Twelve (12) Certificate;
• Bachelor’s Degree in any Social Science;
• Certificate in Basic Investigations or formal training in investigations concepts, methods, and techniques;
• Two (2) or more years of experience as an Investigator in corruption and fraud matters;

5.0 SENIOR INFORMATION, COMMUNICATION AND TECHNOLOGY OFFICER-APPLICATIONS -1
Job Purpose
To carry out troubleshooting and maintenance of hardware, software and network of the Commission in order to facilitate communication
Principal Accountabilities
• To design and develop software applications, and ensure adherence to best practices and architectural guidelines:
• To write high-quality, efficient, and scalable code using appropriate programming languages and frameworks to ensure adherence to coding standards, best practices, and maintainable code practices;
• To design and implement integration strategies for seamless data flow between applications and systems;
• To create and maintain technical documentation, including system architecture, design specifications, and user manuals and ensure that the documentation accurately reflects the application design and functionality.
• To provide technical insights and recommendations during project planning and execution while collaborating with stakeholders to define project scope, timelines, and milestones;
• To troubleshoot application-related incidents in order to ensure the availability of ICT services;
• To provide on-site and phone-based network technical support services to the headquarters and regional offices;
• To keep abreast with emerging networking and communication technologies while appraising the Commission on the same:
• To perform other incidental tasks consistent with the software application development objectives of the Commission.

Qualifications
• Full-Form Vor Grade 12 School Certificate;
• Degree in Information and Communication Technology, Computer Science, or any related field;
• Must be a Member of the Information Communication Technology Society of Zambia -ICTSZ.
• Applicants must have good presentation, communication, analytical thinking and report-writing skills;
• Applicants must have four (4) years post-qualification experience;
• Aged between 35 and 40 years old.

6.0 INVESTIGATIONS OFFICER -6
Job Purpose
To conduct investigations into routine cases of corruption in order to obtain evidence for the prosecution of offenders.

Principal Accountabilities
• To conduct investigations into routine cases in order to obtain evidence for the prosecution of offenders;
• To make recommendations to the Central Investigations Unit to support information gathering during investigations;
• To liaise with Legal and Prosecutions in order to strengthen the collection of relevant evidence;
• To ensure regular preparation of reports in order to provide information on the activities of the department.

Qualifications
• Full Form V/Grade Twelve (12) Certificate;
• Bachelor’s Degree in any of the following: Auditing, Banking or Accounting:
• Good interviewing, investigations, analytical, and report writing skills;
• MS Office applications essential;
• Aged between 30 and 35 years old.

7.0 CORRUPTION PREVENTION OFFICER 1- MONGU OFFICE
Job Purpose
To undertake the implementation of corruption prevention programs in both private and public sectors in order to prevent corruption.
Principal Accountabilities
• To undertake effectively the establishment and operationalization of Integrity Committees in order to institutionalize corruption prevention;
• To undertake effectively the conduct of Corruption Risk Assessments (CRAS) in order to identify corruption vulnerabilities and recommend mitigation measures;
• To undertake effectively the study of procedures, processes and systems of private and public institutions to recommend specific remedial measures.

Qualifications
• Full-Form Vor Grade 12 School Certificate; Bachelor of Arts Degree in Social Sciences;
• Three (3) years working experience in the Public or Private Sector preferably in institutional reform. compliance, risk or governance related field;
• Knowledge in Procurement will be added advantage;
• Aged between 30 and 35 years old.

8.0 INFORMATION, COMMUNICATIONS AND TECHNOLOGY OFFICER-INFRASTRUCTURE-1
Job Purpose
To undertake the provision of ICT support for hardware and software in order to facilitate seamless user access to ICT and e-service.
Principal Accountabilities
• To undertake effectively the installation. configuration, upgrading and maintenance of ICT hardware in order to meet end-user requirements;
• To undertake effectively the development, installation, configuration, upgrading and
maintenance of ICT software in order to facilitate service provision;
• To undertake effectively the provision of ICT systems security in order to safeguard the integrity of the Institutional data and prevent unauthorized access
• To undertake effective capacity building of end- users in order to enable them to effectively utilize various ICT Systems in the performance of their work;
• To undertake effectively the alignment of ICT hardware and network systems specifications with user requirements in order to conform to policies;
• To undertake effectively the provision of first-line software, hardware and network support and helpdesk services for users in order to resolve their issues:
• To undertake effectively the development and implementation of a disaster recovery plan in order to ensure business continuity.

Qualifications
• Full-Form Vor Grade 12 School Certificate;
• BSc in Computer Science or equivalent;
• Must be a member of the Information and Communication Technology Association of Zambia;
• Aged between 30 and 35 years old.

Job Purpose
To provide security services in order to ensure the prevention of crime, loss of property and life.
Principal Accountabilities
• To undertake daily patrolling of the Commission premises in order to ensure a secure environment,
• To undertake effective screening of visitors in order to prevent unauthorized access to the Commission premises;
• To undertake periodically the apprehension of offenders in order to maintain law and order;
• To undertake regularly the updating of the occurrence book in order to maintain a record of security incidences;
• To undertake timely the preparation of incident reports in order to facilitate decision-making.

Qualifications
• Full Form V/Grade 12 School certificate;
• Minimum Two (2) years of relevant work experience;
• Aged between 30 and 35 years old.

• To undertake effectively the cleaning of eating and drinking utensils in order to make them hygienic for use;
• To undertake effectively the cleaning of toilets and common areas in order to maintain a conducive work environment;
• To undertake promptly official errands in order to ensure smooth operations.

Job Purpose
To undertake the provision of secretarial and administrative services in order to facilitate effective operations.

• To undertake timely typing of correspondence and documents in order to ensure the production of high- quality standard documents;
• To undertake regular receiving, recording and circulation of correspondence and documents from both internal and external sources in order to ensure appropriate attention and action;
• To undertake effectively the acquisition and serving of beverages and refreshments to officers and visitors in order to extend hospitality:
• To undertake timely the recording of appointments and assignments in order to ensure attention and action;
• To undertake timely attending to visitors in order to enhance the image of the office;
• To undertake timely receiving and placement of telephone calls in order to facilitate communication.

Qualifications
• Full Form V/Grade 12 School certificate;
• Advanced Certificate in typing:
• Typing speed: 55-65 wpm;
• Ability to write reports;
