JOB DETAILS:
The Road Development Agency (RDA) is a statutory body whose function is to plan, manage and coordinate the road network in the country. The Agency is responsible for care, planning, maintenance and construction of public roads in Zambia. It also regulates the maximum permissible weights on roads, conducts studies for the development, maintenance and improvement of the road network, and reviews design standards and classification.The Agency wishes to fill up the following vacant positions:
1.0 CHIEF FINANCE OPERATIONS MANAGER (1 POSITION) HEAD OFFICE
Job Summary
Reporting to the Director – Finance, the job holder will be responsible for the development and Management of the Agency’s operational budget under the direction of the Director – Finance and working with his departmental staff. Key responsibilities include:
• Directing the annual budgeting and planning processes for the Agency’s annual budget with the Director – Finance;
• Developing and managing the annual budget;
• Overseeing monthly and quarterly assessments and forecasting of the Agency’s financial performance against budget, financial and operational goals;
• Overseeing short and long-term financial and managerial reporting;
• Managing day to day processing of accounts receivable and payable using QuickBooks, producing monthly and quarterly reports;
• Reconciling monthly activities, generating year-end reports, and fulfilling tax related obligations;
• Assisting the Director – Finance in creating the annual RDA budget and monitoring cash flow;
• Managing payments for service providers accounts;
• Administering payroll, employee benefits and the Agency insurance;
• Ensuring that the Finance Department requests are resolved and communicated in a timely manner to internal and external stakeholders;
• Developing long-range forecasts and maintains long-range financial plans;
• Developing, maintaining and monitoring all fundraising and accounting systems and procedures capturing all pledges, billings and receipts and for the recording of all revenue transactions, recommends and implements improvements to systems;
• Preparing annual audits and liaise with all outside vendors;
• Increasing the effectiveness and efficiency of other support services through improvements to each function (HR, IT, Finance, Procurement) as well as coordinating and communicating between functions;
• Contributing to short and long-term organizational planning and strategy as a member of the management team;
• Preparing a comprehensive Report on Agency financial operations with their implications for management information and decision making; and
• Performing any other lawful duties as may be assigned to him/her by the Director from time to time.
Qualifications And Experience
• Full Grade 12 School Certificate;
• Bachelor’s degree in Accountancy, Finance, Business Administration /ACCA/CIMA;
• Master’s degree in Finance or Business Administration;
• Minimum of seven (7) years relevant experience at management level; and
• Membership of Zambia Institute of Certified Accountants (ZICA), Association of Chartered and Certified Accountants (ACCA) or Chartered Institute of Management Accountants (CIMA) with a current practicing certificate.

2.0 ENGINEER – CONTRACTS (2 POSITIONS)
Reporting to the Provincial Roads Engineer, the Engineer – Contracts will be responsible for Contract administration of maintenance Contracts in the Province. Key responsibilities include the following:
• Assisting in the formulation of annual road maintenance (routine and periodic maintenance) programmes in the Region;
• Preparing and certifying contractors’ certificates for executed works done in accordance with the specifications, standard test procedures and conditions of contract;
• Preparing Contract administrative documents;
• Interpreting Contract documents to Contractors;
• Ensuring that contract specifications are strictly adhered to by Contractors;
• Inspecting works against contractor’s claim and prepare payment certificates for payments;
• Preparing monthly progress reports;
• Organizing Site meetings;
• Liaising with other stake holders such as Consultants and Local Authorities;
• Assisting ensuring that road upgrading, re-gravelling and maintenance works in the Province are carried out to the specified technical standards and that corrective action is taken as needed; and
• Performing any other lawful duties as may be assigned to him/her by the Supervisor from time to time.
Qualifications And Experience
• Full Grade 12 School Certificate;
• A Bachelor’s Degree in Civil Engineering;
• Registered Member of the Engineering Institution of Zambia; and
• Minimum experience of three (3) years in road works;

3.0 ENGINEER BRIDGES AND EMERGENCIES (2 POSITIONS)
Job Summary
Reporting to the Provincial Roads Engineer, the Engineer -Bridges and Emergencies will be responsible for planning and design for Bridge and Major Culverts including works. Key responsibilities include.
• Reporting to the Provincial Roads Engineer, the Engineer -Bridges and Emergencies will be responsible for planning and design for Bridge and Major Culverts including works. Key responsibilities include:
• Assisting in the management of the Bridge Management Systems.
• Responsible for management of bridge and major culverts Projects that include outsourced and force account projects;
• Responding to emergencies; and
• Coordinating the management of all road projects/contracts that include outsourced and force account projects
Qualifications And Experience

• Full Grade 12 School Certificate;
• A Bachelor’s Degree in Civil Engineering;
• Registered Member of the Engineering Institution of Zambia; and
• Minimum of three (3) years experience in drainage structures.

4.0 TECHNOLOGIST – HIGHWAY MANAGEMENT SYSTEM (7 POSITIONS)
Job Summary
Reporting to the Engineer – Planning and Design, the job holder will be responsible for carrying out road and bridge condition surveys, and updating the road network database. Key responsibilities will include:
• Carrying out periodic road and bridge condition surveys;
• Prepare BOQs, TOR and Cash flow requirements for road projects;
• Preparing data for Bills of Quantities;
• Preparing tender documents;
• Undertake Road classifications and maintain road inventories;
• Undertake site visits with bidders and preparing site visit certificates;
• Attending Bid openings, evaluation of Bids and preparing reports for the same;
• Conducting traffic counts;
• Providing data and assist in the preparation of the Annual Work Plan (AWP);
• Procure works and consultancy services for road projects in the Province using ZPPA and Agency regulations and guidelines;
• Prepare periodic and ad-hoc reports for management decision; and
• Performing any other lawful duties as may be assigned to him/her by the Supervisor from time to time.

• Full Grade 12 School Certificate;
• Diploma in Civil Engineering or equivalent from a recognised college;
• Valid Membership of Engineering Institution of Zambia (EIZ) or Engineers Registration Board (ERB) etc., and
• Minimum of three (03) years post qualifying relevant experience in the Road Construction or related sectors.

5.0 TECHNOLOGIST – WORKS (5 POSITIONS)
Job Summary
Reporting to the Engineer – Contracts/Force Accounts, the job holder will be
responsible for supervising road construction and maintenance works in the Region. The key responsibilities will include:
• Supervising construction and maintenance work on the core road network within the Province;
• Preparing progress reports for the Engineer – Contracts/Force Accounts;
• Monitoring on/off carriage way routine maintenance by performance contracts, ascertaining monthly assessment scores and compute them into Interim Payment Certificate (IPCs);
• Preparing calendar activities to ascertain actual start and end date for Road Projects;
• Preparing site and completion certificates;
• Attending Site Meetings to provide guidance to executing Agencies where necessary;
• Ensuring quality implementation of works and value for money in accordance with the enshrined general conditions of roads and bridges, and as per contract specifications;
• Interpreting contract drawings and as necessary giving eventual variations of works as approved by the Provincial Roads Engineer within the tenets of contracts regulations;
• Ensuring proper execution of road maintenance works such as pothole mending, culvert related remedial works, etc.;
• Establishing a Data Base of Contractors in the Province and updating the list as the Annual Work Plan works are awarded; and
• Performing any other lawful duties as may be assigned to him/her by the Supervisor from time to time.
Qualifications And Experience
• Full Grade 12 School Certificate;
• Diploma in Civil Engineering or equivalent from a recognised college;
• Valid Membership of Engineering Institution of Zambia (EIZ) or Engineers Registration Board (ERB) etc.; and
• Minimum of three (3) years post qualifying relevant experience in the Road Construction or related sectors.

6.0 WEIGHBRIDGE TECHNOLOGIST (2 POSITIONS)
Job Summary
Reporting to the Principal Engineer -Vehicle Load Management, the Technologist Weighbridges will be responsible for the repair and maintenance of portable and fixed Weighbridges. Key responsibilities include:
• Preparing data for Annual Work Plan for maintenance of Weighbridges both Portable and Fixed Weighbridge;
• Initiating servicing and maintenance of all Weighbridge Equipment at various Weighbridges;
• Calibrating and preparing all RDA Weighbridges in readiness for assizing by Zambia Metrology Agency;
• Ensuring all Weighbridges are compliant with Zambia Metrology Agency;
• Creating a maintenance schedule/inventory for all Generator Sets and Weighbridge Equipment; and
• Perform any other tasks as may be assigned to him/her by the Supervisor from time to time.
Qualifications And Experience
• Full Grade 12 School Certificate;
• Diploma in Electrical/Electronics/ Mechanical Engineering or equivalent;
• Valid Membership of an appropriate body such as Engineering Institution of Zambia (EIZ) or Engineers Registration Board (ERB); and
• Minimum of three (03) years post qualifying relevant experience in the Road Construction or related sectors;

7.0 MANAGER- ADMINISTRATION (1 POSITION) HEAD OFFICE
Job Summary
Reporting to the Chief Human Capital & Administration Manager, the Manager- Administration will be responsible for efficient provision of administration services to ensure smooth operations and records management services. Key responsibilities will include:
• Develop and administer relevant policies and procedures in the functional area;
• Ensure timely maintenance of buildings and surroundings in order to enhance a conducive working environment;
• Ensure the provision of efficient office administration services;
• Ensure effective provision of records management services in order to facilitate proper storage and easy retrieval of information;
• Ensure that an up to date inventory register of Agency assets is maintained;
• Co-ordinates the disposal of Agency assets as per approved policy;
• Ensures the provision of adequate security services at all Agency Sites; and
• Perform any other task as may be assigned to him/her by the Supervisor from time to time.
Qualifications And Experience:
• Full Grade 12 School Certificate;
• Bachelor’s Degree in any Social Science or Business Administration from a recognised University;
• Master’s degree in any Social Science or Business Administration from a recognised University will be an added advantage;
• Minimum five (5) years experience at a senior level in a reputable organisation;
• Membership to a professional body;
• Excellent communication and negotiation skills; and
• Computer literate.

8.0 SENIOR COMMUNICATIONS AND CORPORATE AFFAIRS OFFICER (1 POSITION) HEAD OFFICE
Job Summary
Reporting to the Manager – Communications and Corporate Affairs, the job holder will be responsible for developing and implementing communications and corporate strategies of the Agency. Key responsibilities include:
• Creating compelling written content, including press releases, articles, and social media posts;
• Capturing high-quality photographs and videos to showcase organizational events, campaigns, and milestones;
• Editing and producing multimedia content for various platforms, ensuring a consistent and engaging visual identity;
• Building and maintaining strong relationships with media outlets and journalists to promote organizational initiatives;
• Assisting the Manager Communications and Corporate Affairs in developing and executing communication strategies;
• Supporting media engagements, press briefings, and other public-facing activities;
• Contributing to event planning and provide on-site support for media management and coverage;
• Monitoring and reporting on the effectiveness of communication and corporate activities;Developing good working relationships with the media and liaising with the press on potential news stories;
• Writing and editing in-house magazines, case studies and annual reports;
• Devising and coordinating photo opportunities;
• Managing, arranging and overseeing events;
• Monitoring publicity and press coverage; and

• Minimum of five (5) years of experience at senior level in public relations, content creation, photography, or videography.
9.0 LEGAL OFFICER – CONTRACTS (1 POSITION) HEAD OFFICE
Job Summary
Reporting to the Board Secretary, the Legal Officer-Contracts, will be responsible for the reviewing and amending contracts, addenda, lease agreements in compliance with the provisions of the Law and in accordance with Agency’s Policies in order to protect its interests. Key responsibilities will include:
• Assisting in interpreting key statutes such as the Public Roads Act, No 12. of 2002 (as amended), Regulations and other key legislation, which have a bearing on carrying out the RDA mandate in order to ensure that the Agency acts within the provisions of the Law;
• Attend to negotiations related to the Agency’s contracts/agreements and ensuring the same are legally sound;
• Review and draft contracts, pieces of legislations, policies, contracts, lease agreements and various legal documents and maintain records thereof to protect the Agency’s and other stakeholders’ interests;
• Provide In-House legal opinions relating to contracts/agreements and coordinating with the Attorney General’s Chambers on legal matters related to the functions of the Agency;
• Mediating conflicts between parties and ensuring all contracts /agreements are legally sound and fair;
• Prepare quarterly reports outlining activities undertaken by the Legal Services Department; and
• Perform any other duties as assigned by the supervisor from time to time.
Qualifications And Experience
• Full Grade Twelve (12) School Certificate;
• Bachelor of Laws Degree (LLB) from a recognised University;
• Advocate of the High Court of Zambia;
• Minimum of three (3) years post certification experience in legal practice; and
• Member of the Law Association of Zambia (LAZ) and Membership to the Chartered Institute of Arbitrators (CIAB) will be an added advantage
