JOB DETAILS:
This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in UN Development Business (UNDB online) on 1 June 2022 in the local media and on the African Development Bank’s Internet Website (www.afdb.org).
The Government of the Republic of Zambia, through the Ministry of Agriculture has received funds from the African Development Bank (AfDB) to support the implementation of the Chiansi Smallholder Outgrower Support Project (COSP). The Chiansi Smallholder Outgrower Project (COSP) is a four (4) year Project that aims to develop an irrigation scheme covering 600 ha of land in Chiansi area in Kafue District. The Project will directly benefit 600 smallholder outgrower farmers and also support social services and other activities such as health, domestic water supply, sanitation and skills development to directly benefit additional 12,000 people (30% women and youth).
The Project development objective is to increase agricultural income and improve livelihoods of the smallholder farmers by increasing agricultural productivity, and market access. This will contribute to poverty reduction, improved household incomes, food security and nutrition, and also build resilience to climate variability/change.
The Project comprises three (3) components namely; (i) Component 1. Development of Climate Resilient Infrastructure, (ii) Component 2. Social Services and Skills Development, (iii) Component 3. Project Management and Coordination
The Chiansi Smallholder Outgrower Project recognizes the critical role of nutrition in achieving its objectives and seeks to engage a Nutritionist to provide technical expertise. The nutritionist will help to ensure that the project prioritizes nutrition sensitive agriculture, enhanced food security and promoting healthy diets and lifestyles which will lead to improved nutritional outcomes for project beneficiaries.
The objective of the assignment is to provide technical assistance in integrating nutritional considerations into the projects implementation, training and monitoring. The scope of work includes but not limited to the following:
1) Conduct a nutritional assessment and needs of the target population and nutritional gaps and opportunities
2) Develop a nutrition strategy that aligns with project objectives and incorporates nutrition into project interventions.
3) Provide technical assistance and training to field extension staff and local communities on nutrition sensitive agriculture, food preservation and preparation.
4) Develop nutritional education materials for use in training of field extension staff and local communities.
5) Develop and implement a plan for nutrition clubs for schools, women and youth clubs.
6) Developing a nutritional monitoring and evaluating plan for the project to track and report on the projects nutritional related activities.
The duration for the assignment is 90 calendar days inclusive of travel days in two phases, and the deliverables include the following:
Phase 1: Needs Assessment)
a) Inception Report
b) A comprehensive nutritional needs assessment report
c) A project nutritional strategy and workplan document
d) Package of Nutritional training materials
Phase 2: Training of Beneficiaries
e) Undertake training of extension staff, women and youth groups and school clubs
f) Training report on implementation of nutritional activities
g) Submit Final Report on Nutritional Activities and Outcomes and recommendations
Eligibility and selection procedure shall be Individual Consultant Selection (ICS) in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations dated October 2015”, which is available on the Bank’s website at http://www.afdb.org. The selection of Individual Consultant shall be based on (i) Consultant’s experience relevant to the Assignment (ii) Competency/Qualification of the Consultant relevant to the Assignment.
The evaluation committee will ideal candidate will have:
Academic Qualification:
• A Master’s degree in nutrition, public health, social science or a related field (30%)
Field Experience:
• At least five (5) years of relevant experience conducting nutritional programming preferably in agricultural projects (15%).
• Demonstrated knowledge and experience of nutrition sensitive agriculture (15%).
• Demonstrated knowledge and experience of gender sensitive approaches and practices in the agricultural or similar sectors (10%).
• Experience working with development partners and or AfDB projects;
• Proven experience in conducting and managing similar assignments (10%)
Reporting, Communication and Writing Skills:
• Excellent communication and training skills (5%).
• Computer skills (5%),
• Report writing skills (5%) and
• ability to work and communicate with local people in the rural setting with limited resources (5%).
