THE OPPORTUNITY
Are you a dedicated leader with a passion for transforming health outcomes for children? Healthy Learners is seeking a dynamic Provincial Technical Support Coordinator. The Provincial Technical Support Manager plays a critical role in ensuring the quality, effectiveness, and sustainability of the School Health Program (SHP) across all districts within their assigned province(s). This position works closely with provincial-level Ministry of Health and Education officials to build their capacity, foster their commitment to the SHP, and embed the program into provincial systems. The Manager also provides leadership and oversight to district technical support teams, serving as the primary liaison between the provincial and national levels of Healthy Learners to ensure seamless communication and alignment of objectives.
The Manager is accountable for the overall performance of the program in their province(s), ensuring it meets established standards and achieves its goals. Through strong partnerships and strategic guidance, they support the successful implementation of the SHP and its long-term sustainability.
The ideal candidate will have extensive experience managing community-based health or education programs at a provincial or regional level. Bringing strong expertise in project management, capacity-building, and technical support, this individual will play a pivotal role in empowering district teams, strengthening provincial partnerships, and driving the sustained success of the SHP.
Key Responsibilities
Technical Support and Oversight
• Serve as the primary technical liaison between provincial education and health offices, provincial HR, district teams, health facilities, and schools to ensure effective program coordination.
• Collaborate with provincial education and health officials to align program activities with government priorities and secure their support for the School Health Program (SHP).
• Represent Healthy Learners in provincial-level stakeholder meetings, workshops, and events to advocate for and advance program goals.
• Support the Provincial School Health Technical Working Group by providing technical expertise to enhance program oversight and implementation.
• Provide strategic technical support to district teams to address challenges and optimize SHP implementation across the province.
• Conduct field visits to schools, health facilities, and districts to assess program performance, ensure adherence to quality standards, and address gaps.
• Troubleshoot technical and operational issues affecting program delivery, escalating them as needed and leveraging provincial government partnerships for resolution.
• Ensure functional systems and managerial tools are in place to support effective project planning, monitoring, and evaluation.
• Oversee the implementation of quality control measures and procedures for programs in assigned districts to maintain high standards.
• Support District Technical Support Officers in managing relationships with implementing partners (MoE & MoH) within their respective districts and provincial sites.
Training and Capacity Building
• Contribute to the design and oversee the delivery of training programs for district technical support staff and school health partners.
• Facilitate workshops and on-site training to build local capacity in program management, data utilization, and technical competencies.
• Ensure continuous professional development for district teams to maintain program quality and consistency.
Monitoring and Reporting
• Oversee program data collection, analysis, and reporting from district teams, ensuring accuracy and alignment with organizational requirements.
• Compile provincial-level reports highlighting program achievements, challenges, and recommendations for improvement.
• In collaboration with the M&E team within Healthy Learners, MoE and MoH structures to ensure the effective use of program data and the implementation of M&E work-plans, indicators, performance tracking, monitoring tools and benchmarks within assigned districts.
• Support the M&E Team to capacitate District Technical Support Officers in the use of monitoring and evaluation tools.
• In collaboration with the M&E team, help to develop program targets and benchmarks and regularly review progress on indicators and achievement of targets within assigned districts..
• Assist in the rollout and implementation of the M&E strategy.
Staff Management & Development
• Manage the performance of assigned District Technical Support Officers through the effective use of the performance management system, Performance Agreements and ongoing mentoring/coaching.
• Ensure all assigned district offices comply with Healthy Learners policies and procedures;
• Help to facilitate staff training on program management, standard operating procedures, M&E, effective communication, and partnership management and mentorship. ;
Quality Assurance and Risk Mitigation
• Implement measures to ensure adherence to Healthy Learners’ policies, protocols, and safety standards across districts.
• Ensure all district offices adhere to stipulated standard operating procedures
• Identify potential risks to program implementation and engage relevant internal stakeholders to develop strategies to mitigate them.
Support Provincial Multi Stakeholders Initiatives
• In liaison with Implementing Partners, support provincial level site visits and programme visibility activities.
• Coordinate with district technical support officers, implementing partners and healthy learners functions for scheduled experience sharing, donor site visits and any other form of programme oversight activities.

Qualifications
• Bachelor’s degree in Public Health, Education, Project Management, or a related field.
• Minimum of 5+ years of experience in a technical support, program coordination, or related role, preferably in health or education.
• Proven track record of working with schools, government agencies, or community programs at the district or provincial level.
Skills and Competencies
• Leadership: Strong leadership and coordination skills with the ability to manage multiple internal and external (government) stakeholders.
• Project Management: Demonstrated experience in overseeing program operations, developing work plans, and building capacity within government and team structures.
