JOB DETAILS:
Duties
• The position serves as the Prevention Care and Treatment (PCT) Branch Chief for CDC Zambia. Incumbent leads technical and programmatic strategy development and program implementation with the aim of ending HIV/AIDS/TB as a public health threat. Additionally, the incumbent supports the Ministry of Health systems and structures to strengthen broader health services, leadership and governance, health security and workforce development. The incumbent plays a key role in major prevention activities including the development, implementation, monitoring and evaluation of prevention policies, strategies and programs to identify HIV uninfected clients, categorize and provide HIV prevention services depending on risk, reduce stigma and discrimination, prevention and mitigation of sexual violence and gender violence, prevention of sexual transmission of HIV among key, priority and general populations, integrating gender equity/equality, support the elimination of mother-to-child transmission of HIV (eMTCT), and the scale up of pre-exposure prophylaxis (PrEP) and community based HIV prevention services for Key and Priority populations and other existing or emerging prevention innovations. The incumbent is also responsible for the development and implementation of care and treatment activities including the identification of HIV infected clients, ensuring provision of equitable and efficacious treatment, appropriate supportive care, viral load testing and viral suppression. The incumbent will lead the PCT team in the documentation and dissemination of best practices through the publication of abstracts, manuscripts and policy briefs. Additionally, the incumbent plays a major role in management and oversight of implementing partners and serves as a Project Officer for at least two Cooperative agreements. The incumbent also serves as a senior technical lead in the interagency space. The position is a Locally Employed Direct Hire appointed position and will have supervisory responsibilities over all PCT technical specialists including USDHs (as assigned) and serves as a member of the Senior Staff of CDC Zambia. The incumbent will ensure cross branch collaboration and coordination with other CDC branches to enhance efficiency and optimize the functioning of PCT and attainment of program goals.

Qualifications and Evaluations
Requirements:
• EXPERIENCE: The incumbent should possess a minimum of five years’ work experience in the management of HIV programs (Prevention, Care, and /or Treatment) at the local, state, national, or international levels, including responsibility for program planning, implementation, and evaluation. Should possess knowledge and experience in various components of HIV prevention (such as PMTCT, HTS, and HIV sexual transmission prevention) and HIV treatment that indicates the ability to consult and collaborate effectively with all levels both within and outside the agency. At least 2 years of supervisory and managerial experience is required, including management of technical specialists and supervisors.
• JOB KNOWLEDGE: Demonstrated clinical knowledge and expertise in the area of HIV/AIDS/TB care, treatment and prevention is required including but not limited to HIV Testing Services, HIV Stigma and Discrimination reduction, Elimination of Mother to Child Transmission of HIV, Prevention and Management of Sexual and gender based violence including Child Sexual Abuse; Community Based HIV prevention services for key and priority populations; equitable HIV treatment services including viral load monitoring and management of Advanced HIV disease. The incumbent should have a professional knowledge and understanding of the principles of public health approach, be able to translate evidence-based knowledge into policy, program and implementation guidance and monitor successful attainment of targets/goals. Good working knowledge of MOH/GRZ and USG HIV/AIDS public health programs, key strategies and approaches.

Education Requirements:
• Post-graduate degree in medicine with a valid license to practice medicine in Zambia is required. A postgraduate degree in public health, infectious diseases, epidemiology, international or global health, or tropical medicine is required.
• Evaluations:
• LANGUAGE: Fluent English (Writing/Speaking/Reading) is required
• Good Working Knowledge (Writing/Speaking/Reading) of either Nyanja, Bemba, Tonga or Lozi is required.
• SKILLS AND ABILITIES: Excellent written and oral communication in work settings. Demonstrated staff motivation and team building skills. Skill in working with health department personnel, clinic professionals, universities, and collaborating partners to establish and conduct care, treatment and prevention programs is required. Skill in providing leadership, direction, and technical expertise in the management and evaluation of public health programs is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis, and reports. Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is essential for this position.
