TENDER FOR CONSTRUCTION/RENOVATION WORKS OF MAIN CLINIC BUILIDINGS, MATERNITY ANNEXES, MOTHERS SHELTERS, ABLUTION BLOCKS, YOUTH FRIENDLY SPACES, INCINERATORS, PLACENTA PITS, ASH PITS, STAFF HOUSES, BOREHOLE DRILLING, WATER NETWORKS AND SOLAR SYSTEMS IN THREE (3) HEALTHCARE FACILITIES IN ZIMBA & LIVINGSTONE DISTRICT, SOUTHERN PROVINCE OF ZAMBIA

1. On Call Africa is implementing the Facility Infrastructure Improvement Project (FIIP) to enhance access to quality healthcare at healthcare facilities (HCFs). The project primarily focuses on improving WASH (Water, Sanitation, and Hygiene) infrastructure at HCFs, with particular emphasis on delivery and pediatric units. Additionally, it addresses healthcare waste management, promotes hygiene behavior change, and supports capacity building and systems strengthening for communities and schools

2. On Call Africa is now inviting sealed bids from eligible and qualified Bidders, registered with the National Council for Construction (NCC) in category B, with Grade 5 or category C, Grade 5 or better to undertake various works in Zimba & Livingstone District, Southern Province of Zambia. The Tender is being conducted through the Open National Bidding.
ZIMBA & LIVINGSTONE DISTRICT
Lot1: Mapatizya HCF (Zimba) & Simoonga HCF (Livingstone District)
Lot2: Simalundu HCF (Zimba District)
Lot3: Siamafumba HCF (Zimba District)

3. Bidders are expected to visit and examine the site of works and its surroundings. The proposed site visits are scheduled as follows:
Mapatizya & Simoonga (HCF): Monday 3rd March 2025
Simalundu and Siamafumba (HCFs): Tuesday 4th March 2025
The site visit is MANDATORY (site visit certificate will be issued) and related costs shall be at the bidder’s own expense.

4. The pre bid meetings shall be held at On Call Africa Offices on the 3rd March 2025 and 4th March 2025 at exactly 08:00 hours local time and registration shall be conducted no later than 08:30 hours local time before departure for the site.

5. A complete set of bidding documents can be accessed either physically from the On Call Africa offices at Plot No. 80S, Chipembi Road, Off Tanzania Road, Livingstone, Zambia, or requested via email. 6. The bidders may obtain further information from On Call Africa and inspect the Bidding Documents at the address given below from 08:00 hours to 13:00 hours and from 14:00 hours to 16:00 hours, Monday to Thursday and 08:00 hours to 12:00 hours on Fridays.

7. A margin of preference shall apply following the Preferential Procurement Clause for bidders registered with the Citizen Economic Empowerment Commission (CEEC) in line with ZPPA circular No. 2 of 2011 as follows;

(a) For a citizen influenced company, by four percent (4%)
(b) For a citizen-empowered company, by eight percent (8%)
(c) For a citizen- owned company, by twelve percent (12%)

8. Bids must be delivered to and placed in the tender box at On Call Africa Offices located on Plot No. 80S Chipembi Road, Off Tanzania Road, Livingstone, Zambia from 08:00 hrs to 13:00 hours and 14:00 hours to 16:00 hours local time no later than Friday, 21st March 2025, 10:00 hours local time. Bids must be appropriately bound, sealed and labelled. Electronic bidding will not be permitted. LATE BIDS WILL BE REJECTED.

9. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below immediately after 10:00 hours local time on Monday, 21st March, 2025. All bids must be accompanied by a 2% Bid Security of the bid amount.
