Job Purpose:

To provide technical support in facilitating road transport policy and regulatory development, implementation, and harmonization to ensure regional road transport infrastructure integration, in line with the COMESA Treaty.

Main Duties and Accountabilities:

  • Develop and submit road transport work programs and budget inputs.
  • Propose bankable projects and activities to develop the road transport sub-sector.
  • Propose policy reforms for road infrastructure management, benchmarked against international best practices.
  • Deliver capacity-building programs in road transport for Member States.
  • Propose road safety management programs and institutions.
  • Create road transport sector databases for performance tracking and information sharing.
  • Propose adoption of common road transport regulations and standards.
  • Analyze studies on road infrastructure to identify bottlenecks.
  • Provide technical advice on road infrastructure project preparation.
  • Support short-term experts and consultants on road transport assignments.

Minimum Academic Qualifications:

  • Bachelor’s degree in Civil Engineering, Economics, Transport Management, or International Trade Law.
  • A postgraduate qualification in the above fields is an added advantage.

Professional Experience:

  • Minimum of 8 years of experience in transport management at a regional, international, or senior government level.

Specialized Knowledge:

  • Expertise in transport facilitation, road transport infrastructure development and management, transport technologies, road policy and regulatory issues, project financing, and regional transport markets.

General Requirements for All Positions

Working Language Requirement:

  • Fluency in English, French, or Arabic (speaking and writing).
  • A combination of any two or all three languages is an added advantage.

Eligibility for Application:

  • Applicants must be citizens of a COMESA Member State.
  • Applicants must be aged below 55 years at the time of application.
